Which isn't a fact. All the official media tell us that the Arale we saw in Dragon Ball is the same Arale we saw in Dr. Slump. Assumptions that they are two different beings are purely opinions.

Spiritual energy combined with energy of the body forms Ki. The stronger the body and the spirit, the stronger the Ki.

Toriyama says it all comes down to 'ki', the size of it and the ability to control it. He says it includes several forms: genki, yuuki & shouki (energy, bravery & true character). You can only train your muscles to a certain point, it's 'ki' that carries you beyond that and what helped Goku come closer to being the strongest warrior in the universe.
It is also based on real-life ki.
