I agree. There have been plenty of times here where conversations get derailed by complaints about a specific user that only encourage negative discussion about that user. Stricter moderation could work, but then again, there are far fewer users who play victim, bash others, and/or get attention for themselves than there were in the past. So, I'm not entirely sure if it's necessary to go all-out in moderation right now. If there's more problems popping up frequently, then yeah, it would be a good idea.

I know the OP said "1 thing" but I have some more things I'd change:
1. Rules on necroposting - instead of allowing users to create the tenth, twentieth, hundreth thread on a given topic, merge the new topic with an existing one. It creates a clearer and nicer reading and searching experience. EvaGeeks ("the Kanzenshuu" of Evangelion) uses thread necromancy and I find it more usefull and interesting than having a new thread on a given topic every few months. Just take a look at those rules - how sensible they are:

Posting images in spoiler tags when they are numerous or when they aren't essential to a post (like analysing some features in a single screen shot) - "Full-Color Manga: preview/reference panels for each chapter" has it already but such threads as "Sexy Fan Art Thread (No porn!)", "Sprite Edits and Recolours - Revolution" or "Pictures color-corrected to fit various official versions" could benefit from it.
3. Sticking several more of the recurrent threads - like those two: "Interesting or funny pictures thread" and "Sexy Fan Art Thread (No porn!)" and possibly some others (the Fan-Works forum is the one I'm most active in so it's also the one I'm most familiar with).
4. This one is controvertial but I'm still for it - a single sticky topic for other works by Toriyama. I think that we could find some interesting ties or similarities with DB if we took a closer look at Dr Slump or Kajika or... you know what I mean. But with the current rules it would be hard even to start such a thread.

There's not much I would change about the forum, honestly. I love how the administration chooses to handle business. Quiet, mature, perfect. My only request would be for the video game section to be cleaned up by taking down all of the irrelevant video game help threads. How about in their place we have ONE help thread that covers all the previous games in existence? Stuck at point A in game X? You know where to go; there's at least one member who's beaten it and can help you.
Apart from the forum, I did submit a trying-to-help Battle Powers thread because I feel like the proper page is inconsistent at times and incorrect at others, but no response was given.

If I could improve only one thing... it would be to remove the filter that prevents me from writing "Freeza" the way I've always written it, with the "ie." I always hate it when my posts are modified to include certain spellings I would never otherwise use (despite the good intentions and rationales behind it).

If I could change one thing...well here's 2:
(1) I wish there could be a page similar to facebook for our user profiles so we can post swag pics in an album on the site so we can waste even more time here
(2) I wish there was like "shop" page where we can post stuff you want sell or buy and people can go through and PM one another about it. Not like a bartering system just something more organized than a thread where we can post pics and descriptions of what we are looking to sell or buy.

I've got to agree with off-topic; I'd like it, but anyone whose ever seen off-topic forums anywhere knows they're fire pits waiting to happen. Frankly, I would be surprised if an off-topic forum hadn't been tried in the past, given the age of the site and the general amicability of the community, so it's certainly not my place to ask.

From what I've seen another big problem is how it makes it harder to discuss things like name changes. "Funimation decided to spell Freeza as "Frieza." I'm surprised there isn't a members lounge/off topic/whatever area of the forum for people to make topics about whatever and just hang out. That would be nice.

Personally, I don't believe in over-moderation. I'm a team member on a forum with over 10k members and we are pretty lax. I only step in if people are being aggressive to one another.

I still think there's something unique to a forum method of communication that makes an other topics section not just worthwhile but kinda essential.
