He's not unconstested, Whis is stronger than him, my point is that doesn't it make more sense that he should be training to try to be able to match him? Unless Whis is so strong that he thinks he can never compare to him.

That is more his cat-like curiosity than "I MUST BE THE GREATEST FIGHTER EVER, LET ME TRAIN FOREVER." He probably gets bored easily.
