I can't help but think that there were SSJ levels undiscovered just because Goku and Vegeta just decided to stop exploring the transformation.

I thought the point of the eyebrows disappearing was to make Goku look more ape-like, calling back to his Saiyan roots.

Probably a stupid thought, but it's what I came up with awhile ago.

Not at all. The lack of eyebrows is something shared with Oozaru, now that you mention it.

Interesting. I never actually really noticed that.

It might not have been the real intention behind Toriyama's decision, but its a good in universe theory.

By that logic SSJ3 should have kept the eyebrows and SSJ4 should have lost them.

I like it better without eyebrows. Though the form looks absolutely silly and non-threatening either way.

Goku gets so strong that even his facial muscles get buff and some of them droop over his eyebrows.

I prefer it without eyebrows, ever since I saw the transformation seen in the anime I've always thought the brow made it resemble Oozaru a little bit, which is what influenced me to include the SS3 brow on my Super Saiyan 4 redesign.

And looking at Kaboom's take with eyebrows, I have to saw it really doesn't work as well.
