Kaio was playable in Ultimate Butoden on the DS.

Cell when he inflates himself (right before he barfs up 18)
Eise Shenron (how hard could it honestly have been to give us the alternating choice he and Nuova would have the same skill sets)
Bulma (although some game I think has that glitch or something)
Adult Chi Chi (from the Budokai Tenkichi 23)
Shen (Kami while he's in the human's body)
Karen
Gyumao
I would also say Kaio Sama but I did not know he was playable at least once

I'm definitely with you on Buff Cell. He was sort of playable in Budokai 1 except his character model didn't change when you transformed, only his portrait. He was strangely buff in story mode in the final battle though when he was supposed to be in his Super Perfect Form.

Adult Chi Chi was in Super DBZ but it would be good to see her in a better game. Bulma was in the Japanese Dragonball Z 3(Budokai 3 to us) through hacking.

I would love to get a good game with Ssj Bardock, Ssj God Goku, Ssj God Vegeta, Beers, San Xing Long, Ssj3 Gogeta, Ssj3 Vegetto, Kami, Kaio, Bido, Bujin, Gokua, Rildo, GT Goten, GT Trunks, and Ledric.

In addition to what VegettoEX said, I'm pretty sure we had Kid Krillin in Revenge of King Piccolo, not to mention lots of other DB focused games. I assume you're meaning straight-up fighting games, but still.

I've actually thought it might be fun to play as Kami or Popo before though, same with Rildo (who I was really surprised never made it into either of the Budokai or Budokai Tenkaichi series games). Beyond those listed though...hmm.

...Pikillin, or whatever he was called. The Piccolo/Krillin fusion from the one Toriyama drawing. How has that not been adapted into a game yet? Also, a kid version of Mr. Satan. Fun times would be had.

Uranai Baba's Ghost Attendant, Giru, Bay the Dog... Any character that shouldn't be in a fighting game would instantly be interesting to me.

Have we ever been able to play as Budokai contestants? I have a vague recollection of Nam being playable in one of the Sparking! games, but I could be wrong. If not, then him, Monster Beast Giran, Ran Fan, Wolf-Man, Panpoot, the whole shebang.

Yeah, Sparking...Meteor, I think (whatever one was released here as Budokai Tenkaichi 3) had Nam playable. Then, going outside of fighting games, Advanced Adventure on GB had him and Giran both I think, but then again, that game had just about everything in the game as playable.

Lunch would make for some excellent gameplay. Switching back and forth like Zelda in Super Smash Bros, but without your control. Your ability set would differ based on which form you were in.

In blonde form, you'd have guns, knives, and a BAZOOKA! YEAH! In blue form you'd have a bunch of comedy moves, all of which would be slapstick and accidental. Bending over and accidentally headbutting people, ferinstance.

I've always wanted Goten from the 28th Tenkaichi Budokai era but as far as I know, he's never been playable in any of the games.
