Discussion regarding the entirety of the franchise in a general (meta) sense, including such aspects as: production, trends, merchandise, fan culture, and more.

I'll name them if need be. Also, there is such thing as an objectively poorly written story Saiga.
If he magically or instinctively can tell that the Saiyans are stronger than Piccolo despite them all being suppressed, then his magic or his instinct probably can see past the fact that they aren't transformed and figure out that they are stronger than Piccolo.
That's not implied though. His statement invokes confusion amongst the readers.
Vegeta: "Funny... I seem to recall Kakarot being fed the same information right before he transformed; the distinct look on your faces when he went Super Saiyan didn't exactly inspire confidence. One does not predict or calculate power like ours."

Maybe the Toriyama did not care and power scaled them by SSsj forms. I'm sure casual readers was not confused. Only hardcore fans who want everything to be stated or implied

It does invoke confusion, but when the reader thinks about it, I don't see any other logical conclusion.

I still believe he wasn't talking about battle power but "energy" which Saiyans have more of because it fuels their transformations and whathaveyou. Something more similar to "Genki".

His reactions on the ship quite clearly show he can't tell who is stronger by comparison or he could have compared Pui Pui and Yakon to them. Or even himself.
I'm re-watching Dragon Ball GT in full on my blog. Check it out if you're interested in my thoughts on the series as I watch through it!

Ending after Cell would have been an appropriate closure to the Dragonball series - however, there are a LOT of things about the Buu arc that have become incredibly iconic to DB as a whole. The fusions and SSJ3 are obviously the two biggest things, but Vegeta's character development came full circle in the Buu saga and to never have Vegeta and Goku fight again would've been painfully unsatisfying (even if I, personally, didn't think the fight was all that great).

I wouldn't. The more Dragon Ball, the better. It would take an excessive lot of it to make me tired of it ever, if at all.
