Yeah that's what I think too, but I think Pan could take down Freeza at 100%
Seeing as she overpowered Dr Gero I'm sure she could handle Frieza easily.

I think in DBZ # 18 was the strongest before Pan was born, after she came along the blonde bombshell stood second to the young saiyan.

Pan. She knocked Rild down and mocked a Shadow Dragon's speed, this after the fight with Liu Xing Long.
