From the Frieza saga onwards they stretched out the canon by adding some filler in with it, like the whole Gohan/Cell kamehameha battle. There was less full filler episodes because of this.
Beforehand you had awful filler like Gohan meeting some ragtag kids and some robot, Bulma's adventures underwater, the Fake Namek episodes, those Dragon Ball episodes with the guy and the pots that they got sucked into, episodes that brough back Pilaf one of the worst characters in the show, Yamcha doing baseball, Tien being some con artist and so on.

Far as I'm concerned, the party-episode at the very tail end of Z was one of the worst episodes in the show.
So yeah, bad filler never really disappeared. Of course, that one was particularly bad in how utterly unnecessary it was. The manga was over at that point. They couldn't have been so stupidly close to the source material that the manga wouldn't be over at the time they started writing that episode, could they?

I think that was more of a case of 'let's have a fun episode to help say goodbye to these characters' rather than them trying to pad out time, per say. I mean, even if they expected GT to be more successful than it was, they probably did expect some people to drop out of it after the manga-based material ended if I was to venture a guess, so this was a nice little 'the characters are having fun' thing they threw out there. Gohan's awkward as hell dancing scene was worth it. I'm late I know. I purposely avoided spoilers because I knew I would go to Tokyo in October where I could buy the Blu Ray. Strangely enough it was pretty hard to find in Akiba. I bought it and have finally watched it. Here are my thoughts:
WARNING SPOILERS AHOY.
I really liked the story and was pleasantly surprised by the quality and build up of the story. I think everybody knew that a DBZ movie would end with Goku fighting the bad guy but I'm glad that Vegeta also got a chance to shine. His rage explosion was one of the highlights of the movie. Conversely, one of the low points was Gohan and Gotenks (why not power up to SSJ3) meaning absolutely nothing. Speaking of the fights I liked the Goku vs Birus fight. The choreography was nice and the fact that they fought all over the place was a nice change from the usual only-fight-in-a-remote-rocky-area fights we got to see in the series. The fact that Goku didn't actually beat Birus was a nice twist which fit in with the tone of the movie.
I dug the lighter tone and atmosphere and I enjoyed that a big part of the story took place during the birthday party. A cheap way to include as many characters as possible? Sure, but it worked. It also provided a lot of comic relief. Trunks' romance, Vegeta's Bingo dance and the whole Pilaf subplot were great moments that helped to balance the tone between action and humor. One of the most special moments that, at least for me, was on par with the emotional moments in the series was the announcement of the sixth Saiyan.
Birus was a welcome advisary, switching between comical to serious without losing credibility in the process. I liked his design and the fact that he didn't transform in 2-3 other forms in order to use his true power, a cliche in DBZ. The ending seemed to tease a sequel wit the revelation of the Uis. I'm wondering if they will follow up on this movie with a direct sequel but I wouldn't mind seeing more of these two.
Was the movie perfect? No. I was really distracted by the CGI backgrounds that popped up here and there. It's too bad that a 2D movie had to rely on those backgrounds because for me, they only distracted me, instead of adding something. And though it may be a nitpick I was slightly disappointed that we didn't get to see any interaction between Yamcha and the Pilaf gang. A lot of the party guests were filler so to speak as we didn't get to see a lot of Tenshinhan, Yamcha, Gyu-Mao, Chiaotzu (Was he even in the movie? I can't recall seeing him) and others. The replacement voices were mostly good. I really like Kame Sennin and Satan's new voices but I was bothered by Shenron's new voice. You would think that they could have artificially alter the dragon's voice somewhat in order to sound more like the Shenron we know and love.
When specifically looking at the Blu Ray relase it was really strange but cool to hear the DBZ audio in such high quality, being used to the DragonBoxes' audio. The video quality was great too but the lack of extras was disappointing, especially considering the price of the Blu Ray. I also didn't like SSJ Gohan on the cover. I would have liked it if they would have altered the cover in order to show Ultimate Gohan, as that's how he's seen in most of the movie.
All in all it was a great movie to me and it was worth the price.

It's trust able, but I always had to wait extra time for things despite per-ordering them. I was ordering the Pokémon games from 'em in Japanese. They're not bad, but CDJapan was better.
