Possibly - but surely they'd be much weaker, as Gero's surveillance data wouldn't have anything on Freeza and King Cold, who provided instrumental data in helping Gero create Cyborgs that could easily defeat a Super Saiyan.
That's not true. Gero had no idea that Super Saiyans existed and he took Yamcha for Goku because Yamcha's power reading wasn't very far from what he expected Goku to achieve based on Goku's data from the Saiyan saga.
Only Dr. Gero's computer took note of Freeza and the following battle on Earth. By then Gero wasn't even checking his Cell project or the data that his robot bug was collecting.
So Freeza had zero influence on the development of the androids.

If no one died against Raditz, no one would have came to Earth. Vegeta, Nappa and Freeza would have careless about the Earth and Freeza only know about the Dragon Balls thanks to Vegeta. If Vegeta never mention the Dragon Balls then Freeza would have never went to Namek.

Clearly Raditz would be defeated, Vegeta and Nappa would come to Earth but I don't think Vegeta is foolish enough to challenge the mightiest warrior of his race, he might crush his own scouter and not inform Frieza of this new power, then as usual they'd train or get immortality to defeat Frieza.
I love Dragon Ball Z, Super Vegito is a pro.

Considering that Goku kept training even though he achieved the SSJ transformation, I believe that he would get much stronger after fighting Radditz.
He wouldn't train at Kaio's, though, but would still train at Earth. His gains wouldn't be great, but then he wouldn't have to fight Vegeta either (unless he and Nappa came to Earth to get him). If they did, the events would have gone similar to the fight we see in the manga, minus everyone dying at the hands of Nappa (since Goku would be at Earth).
So no need to go to Namek and face Freeza.
The androids arrive and wipe Goku and co. from the face of the Earth.
Later, the androids fight Dabra and Babidi by chance and are very much killed.
