New Movie Villains (in relation to?) Previous Movie Villains

You can't say for certainty that someone trained the Room of Spirit and Time in the movies because there's no concrete evidence that they spent the exact same amount time for the exact same reasons at the exact same point in time with the exact same results. The movies clearly exist in their own separate timeline (as plainly evidenced by the daizenshuu description flat-out saying that none of it makes coherent sense because they should otherwise be worried about Cell), so to pull the exact same parallels with regard to strength comparisons is, frankly, foolish.

So all you can do is theorize. And that's fine. The problem is that you're clearly unwilling to do so beyond your own theories (even just a basic, "Yeah, OK, maybe!"), and no matter what anyone else says, if it's not your own theory regurgitated back at you, all you come back with is "no". I, and other members responding, are wondering what your ultimate goal here is, since you're not willing to have a conversation. It serves no purpose, it clutters up otherwise productive conversations, and gives the entire strength debate community a (perhaps well-deserved? I hope not) bad reputation.

Here:

I'm willing to accept that, yes, in the movie (let's say #8) timeline perhaps Vegeta trained in the Room of Spirit and Time and ended up with the same amount of power he did in the manga / TV series. That's certainly a possibility. Maybe in this world, he still had to train to fight #18, but Kuririn/Trunks were able to... I dunno, shut down #17, and Cell never reached his perfect form. You can write around that. Are you willing to accept that this may not be the case, and is just a theory, because there is no explicit evidence to concretely prove that this happened in exactly the same way?

I never looked this way, but you have a good point. The problem is that the two Super Saiyan kids were "doubleteaming" Bio-Broly and they had so much trouble to do so with Super Saiyan Broly in M10. Probably because Bio-Broly doesn't control his power properly?

Well, as I see it, Bio Broly could have been stronger than Broly, but then he got all sludgified, and ended up being much weaker. So, when we see him in his tube, he could have been stronger, but I doubt the giant glop monster we saw was on the same level as M10 Broly.

Well since we know new movie villains are stronger, how about new movie villain's weakest form vs previous villain's strongest form?

For example, Tullece Pre Fruit vs Wheelo, Base Bojack vs M8 LSSJ Broli etc etc

The only thing the kids managed to do is make Bio-Broli move a little by taking him by surprise (and no, you don't need to be close in power to take someone by surprise, as we saw with Piccolo & Final Form Freeza), and with the exception where they charged together and continuously punched him together, which made him vomit shit, every time they hit him, they got the same results I got when I punched the wall...

In regards to that, even if we were to assume the pattern of Movie X + 1's villain being stronger than Movie X's villain as a fact, Movie X +1's villain's weakest form in comparison to Movie X's strongest form would depend largely on which movie's you're comparing.

Uiru is between Saiyan Saga Vegeta to Kaioken x3 Goku. Tullece is way stronger than that even before the fruit

Bio Broly was stronger than SSjins Kids who would one shot Super 13

M10 Broly beat SSjin 2 Teen Gohan who is stronger than FP PC and Bojack

Hildegran > Janenba to me. Even Base Hildegran would rotfl stomp him IMO
