After being wished back by the namekian dragonballs and being brought to Namek, were Piccolo's intentions still to kill Goku and take over the earth? because when he was on King Kai's planet he still looked like he only had selfish intentions. Was it the fusion with Nail that started his path to good?

What did he do on Kaio's planet that made him sound like he still wanted to rule the world?

I imagine he was more or less good by the time Nappa killed him.

Nothing that made him sound like he still wanted to rule the world exactly. Just the way he was behaving, Still talking to yamcha, tenshinhan and chiautzu like they were a piece of shit. It seemed like as soon as he fused with nail a lot of his mannerisms changed and he gained a better sense of empathy and patience for other people. I think Gohan did have a lot to do with that during the saiyan saga but I don't think it changed him that much

I honestly do not know if Piccolo's standoffishness on King Kai's planet was just anime filler or if it was in the manga, but assuming that he did have an attitude, I would say fusion with Nail changed him. Piccolo seemed like a nicer guy after fusing with Nail, although the biggest change likely came about after Gohan softened his heart.
