Is he? Going by the beam struggle at the arc's finale Both Gohan and Cell were even. The whole "My Power is less then half" comment from what I can remember is a Budokai 1 line but I know for a fact that its not in the manga.

What are you talking about? Cell overpowered Gohan in a few seconds while smirking and not trying at all. Half-power Gohan does not compare to SPC in any way, shape, or form.

Goku: “Go strike with an all-out Kamehameha, like Cell! If you do that, you’ll definitely win! Absolutely!”
Gohan: “B-but, the way I am now…I can only use one arm, and even my ki is already less than half…”

Because in that translation the only time Gohan's ki is mentioned after he's injured is when he's about to fire his Kamehameha and Piccolo says his chi is too weak and after once the struggle commences and Goku says he's holding back trying not to destroy the planet.

So I guess that means Cell's Zenkai boost wasn't as big as Gohan's transforming into SSJ2?

Well, I view it as being double the strength Cell used against Goku, and his "full power" being like Grade II (Kaboom, I think it was, pointed out that it shared the same or at least similar aura).

That said, I still think Boo arc Goku/Vegeta can take FPPC as SS1.

The way I see it is a bit complex, I will try to simplify.

SS Adult Gohan is said to be equal to SS Kid Gohan (without rage boost), the same that was hanging his own against Perfect Cell (SS Grade IV) and the one I think Dabra was being compared with in battle power (of course, this is being debatable, but I came to this conclusion assuming Gohan is a regular Super Saiyan against Dabra).

That said, we know SS Vegeta and SS Goku are stronger than SS Gohan, and so Perfect Cell is when he uses his full power. I've chosen SS Vegeta because he said he could beat Dabra and his power increased after Babidi's spell, which would make him and SS Goku even stronger (IMO above Perfect Cell).

Dabra also said he could beat SS Gohan easily, though it's a mystery if he was still hiding some strenght or relying on his skills. I risk he could go up to Perfect Cell's level at his best, then both would give SS Vegeta some challenge.

However, there is a hint that the strenght Perfect Cell was hiding was greater than SSJ Kid Gohan (with rage boost), but I rather think they were so in the same league of power (SS Vegeta ~ SS Kid Gohan ~ Perfect Cell), that Cell would have a greater chance to win with his techniques and skill.

Btw, I don't think Perfect Cell could beat SS Goku without his Super Perfect form (SS Grade V).

Which form of Majin Boo?

If you mean Fat Boo, the first one we saw and whom Vegeta fought... then if Goku could truly have beaten Boo all along, so can Vegeta, since aside from Super Saiyan 3 they were equal in power at the time.

Whether Vegeta would take out Boo, instead of getting full of himself and wasting all his time and power while flaunting his superiority, is a different matter.

Everything says Kaioshin, so I'm'a say Kaioshin too. I don't think Piccolo would necessarily lose 100% of the time if they were to actually fight, since attitude and natural fighting prowess mean a lot too. But in terms of raw power level, Kaioshin has a clear advantage.

Anything in Bobbidi's spaceship later that might suggest Kaioshin is weaker than Piccolo or anyone else important can be chalked up to character traits, not power level.

I have kaioshin at the lowest end of the ssj2 tier given that he survived fat buu's explosion attack, which crippled even majin vegeta. I have Buu saga piccolo aroung cell games ssj trunks and vegeta. So kaioshin one shots piccolo everytime imo, unless piccolo gets lucky and hits kaioshin with a fully charged special beam cannon.
