How strong would he be? I think he'd be maybe the same as he was when he fused with Nail, maybe a little less.

I could see him being a lot stronger than he was. I think Piccolo was stronger than Nail after Kaio's training, so when going by that, Piccolo would ridiculously strong if he completed Kaio's training.

Hard to say/measure. For some reason I feel that there was not much more for Piccolo to learn from Kaio anyways. He does better when he trains alone/suits his personality more.

Hard to say, since we don't even have a clear idea of exactly how strong he got from what little time he did spend there. We also have no idea exactly how strong he is when Trunks shows up, and only a vague idea of how strong he is 3 years later before fusing with Kami (gets whupped by #17, but capable of easily beating #20 even after having some of his power drained, and compared to the Super Saiyans--so we know he's definitely way, way stronger than the base Saiyans or anyone else at this point, but still probably weaker than the Super Saiyans. Though considering that he and Trunks got taken out about as easily as the other, he's probably not too far behind them, or at least not too far behind Trunks who's the weakest Super Saiyan at this point.)

If you assume he ended up equal to or greater than Nail just from what, a few days? A week? Then yeah, he definitely could've gotten a whole lot stronger if he had spent a whole year there. He'd most likely also learn Kaio's techniques in the process, at least if he could cooperate with the sillier parts of the "training" (telling jokes and such) long enough to convince him to teach them to him. It's hard to say if he'd get stronger than he was after fusing with Nail in just one year, but if he learned Kaio-Ken he would be able to blow that 1,000,000ish level out of the water (in short bursts, at least) even if his base level was still short of that. I figure he'd at least surpass Ginyu and Freeza's first form even if he didn't quite reach the 1 million mark... but considering how fast his power would have to increase just to surpass Nail in a matter of days, he could definitely end up even higher than that after a year. Piccolo's power tends to go up in massive jumps sometimes--I mean, after fusing with Nail he managed to jump up from the lowest of the millions all the way up to a point where he was comparable to Super Saiyans than he was to the base Saiyans or anyone else (at least tens of millions, if not into the low hundred-millionish range, depending on just how strong #20 was.) I don't think his growth rate would be quite that high without the extra boost in power from fusing with Nail (and without having SSj Goku as a training partner like he did when preparing for the Androids), but it should still be pretty damn high.
