They can make a game similar to Skylanders as a replacement for the Arcades. You can have a game on the PS3, 360, PS4, Xbox One and Wii U which has a scanner that can read the card and plays the characters to live on screen.

Hell no. Skylanders is one of the most devious business models I have ever seen. The amount of money that game and its figures have made is ridiculous.

If they want to bring over the Heroes game as close as possible to the original, then its 3DS and WiiU touchscreens or bust. Sell card packs as digital DLC, or as real cards with QR codes and NFC chips so they can be added to both systems after purchase.
