IMO the different colored scouters are for cosmetic reasons and not much else

I agree with most here that say the scouter colors are inconsequential. There isn't much thinking behind them and I'm sure we just get to see what colors certain characters fancy. :p

I also thought it may have had some sort of significance, but then dismissed it. 
Green scouters were worn by Raditz, Cui, Dodoria, Recoome, Burter, Jeice, and Captain Ginyu.
Blue scouters were worn by Nappa and Zarbon.
Red scouters were worn by Vegeta and Frieza.
I agree that it's probably preference. Dodoria noted (at least in the Funi adaptation) that Zarbon's scouter was "one of those older models". It probably comes down to whatever they feel suits them best (and what ringtone they have)
