Those DBZ arcade games seriously need to be added to one of the console games as an extra. Those games are super crazy ultra fun.

Well, you need to unzip the character zip file into a subfolder in the "chars" folder with the same name as the zip. For example, if the zip's name is "goku.zip", you need to make a unzip it to chars/goku. Some zip files automatically create the new folder for you, and with some you have to make the folder manually.
Then you need to go to the "data" folder and edit "select.def" with any word processing program, like notepad or wordpad. The select.def file explains to you how to add the characters you unzipped to the select screen. Basically, put the name of your character (should be the same name as the zip) below or above the other character(s) already listed in select.def, and the character should appear on the select screen. The def file also tells you how to make the character have a specific stage or theme.
