Piccolo Daimao-Freeza arc. His peak was becoming a SSJ and beating Freeza.
It is in his character to be rude and a bit crass. He's a hick, with no formal education. That is Son Goku. That is who he is.

For me, its definetly Buu arc.
I appreciate Toriyama's atempts at setting the stage for the "next gen Z fighters" with Gohan, Trunks & Goten, but never worked out for me.
Goku's return as hero (saving Gohan frm Buutenks) once again sparked my interest in Buu arc tbh.

I'd have to say the Saiyan arc with Nappa and Vegeta. It's just such a classic and set up the formula for the rest of the series (everyone getting beat up/toyed with and Goku comes to save the day).

He was handled better at the 23rd Budokai. It's the culmination of all the growth he showed at the previous arcs, and we finally get to see a more mature Goku, that while maintaining the silly personality he had before, is also able to get pretty serious. We see how he grew as a person while training with Kami, and it is the first time he flat out refuses to kill a enemy. I like Goku trough (almost) the whole series, but after the 23rd Budokai, he just doesn't much more growth as a person, except in the Cell arc, when he notices he screwed up sending Gohan to fight and sacrfices himself. That concluded his character arc nicely. Too bad the Boo arc came and threw all that out of the window (the Boo arc is the only arc i can flat out say Goku wasn't handled decently. It ignored all his previous development).

He's most enjoyable as a character to me during the Red Ribbon arc. By that, I mean he's both entertaining most of the time he's at the fore, and is a genuinely likable person.
In later arcs, he's either too much a deus ex machina (despite some great single moments in the Saiyan and Namek arcs) or becoming (while still amusing) progressively less likable.
The Boo arc is the first time in the series the entire cast is full of generally likable, down-to-earth people. Until Goku shows up.

I thought Goku was at his best in the Frieza Saga and the Cell Saga. The Buu Saga, not so much =/.

Definitely at his best (for me) during the Captain Ginyu/Freeza arc. His arrival is breathtaking and his calm and forgiving demeanor really make him stand out from Vegeta and all the other villains. At his worst I'd say it would be tough to choose (I enjoy him in almost all of the arcs) but I'll cop out of my answer with using the Other World Tournament filler. I like the Piccolo Daimaio Arc Goku the most. And after that Cell Arc Goku.
