Every time I try to do an ultimate the cpu just stands around and lets me die. Even when they are in go full power and they're all rank 10

Yeah, I had problems with this as well. My best advice on this one is to use Broli. He has the highest health out of all the characters with an Ultimate. Your CPU teammates should definitely be healers. I've had the best luck with 18 & Jheese.

Thanks but I'm going back over the kid buu fight with the kikuchi score and I want to make it as close to the show as possible the first time I did the level I was able to use the spirit bomb but now he just keeps killing me

In that case, good luck. I, too, wanted to Genki Dama Buu. I just was not able to get Goku to survive with AI help. Definitely equip as many Health + cards as you can, though.

Thats the thing the goku I used then wasn't half as strong but by sheer dumb luck I was able to use the spirit bomb. I really dont see why it should take so long to charge up an attack

Have you tried using a taunter? Like Base Goten, Yamcha or Burter? One of their Uniques is a move that forces lock-on. That way, the AI gets distracted and won't target you as often. They're useful, but I haven't let the AI try it yet, maybe it's something to consider: two support characters + a taunter.
