I'm not Kei17, but I imagine it's both. That's not an official ad from Sony or Bandai Namco, so it wouldn't indicate that a new Dragon Ball game is in the works for PS4.

No can do. Xbox One hasn't been released yet in Japan but they could do it with Nintendo Wii U and PlayStation 4.

Hideo Kojima brought it up recently why Metal Gear Solid 5 is ideal to run on PS4 specifically than any other console out there in Japan (Wii U). But I for one don't really care about console wars as long as they deliver the exclusives I'm looking forward to that's all I want (Bayonetta 2, Smash Bros. 4, Mario Kart 8, Xenoblade 2, Zelda Hyrule Warriors, and unnamed PS4 exclusives from Naughty Dog).
