Best Ki Blast Technique
Tien's Tri Beam seems to have a very high damage to user base power ratio. This can be seen when he shot buutenks and in other places in DBZ. Piccolo's Special Beam Cannon is the same like when he shot Raditz. The Kamehameha is really weak in comparison
. Any other blasts I missed?
Canon is Jaco, Dragon Ball except for EoZ, Dragon Ball Super anime and manga (both are separate canons)

Mouth blasts in General seemed to be portrayed powerful moves, even if they look silly.
Best would be either Cooler's Supernova or Janemba's sword beams. Both moves are one hit kills, logically even against something a good bit stronger than you, spammable, quick to perform, hard to impossible to dodge, and don't take a lot of energy.
The sword beams were basically rapid fire Kienzans that don't suck while the Supernova was an amplified attack that nearly overtook Goku and his Kamehameha, despite Goku being way stronger than Cooler. He was also exhausted and couldn't even move after deflecting it. Imagine if Cooler had taken advantage of the chance to Death Beam Goku in the back while he was blocking it, or moved out of the way of the deflection to fight Goku after (he'd dropped out of SS and was gonna be killed by Salza). Or if he just made another one.

I think Tenshinhan And Pikkoro are the most skilled fighters they have the most techniques.

Maby the Final Flash Power is not the technique it self but the pride and wrath of the character.

Vegeto's ki sword, Beerus' energy sphere + beam combo, Freeza and Cooler's supernova, Genki Dama, death beam, Dodonpa are my favorites.
I always wanted to see a really strong character using Dodonpa, since I think it was never used again after Dragonball, but they kept using the Kamehameha all the way to the end of Z and beyond, so why not the Dodonpa?

But from the ones shown, I'd say Final Flash. Though Vegetto's ki sword is just damn awesome.

the best is the Kamehameha
1.it's probably the fastest charging attack
2.can change direction.
3.Doesn't freaking kill or drastically reduces the users lifespan like tiens .
4.You can increase or decrease the ki output.
5.It is a condensed beam.
