No, that wasn't from the dub, it's one of those silly old fan theories that's been around for years(since well before they dubbed the Buu Saga). It was pretty popular a long time ago, but seems to have been mostly forgotten by now.

I've always thought that he could go SSJ after the power up but didn't because it was either no longer necessary.

That's all conjecture, because he never officially did (except in GT.)
My biggest argument against him being able to any more is that if he had been able to, he would have attempted it against Buutenks. He never did. This leads me to believe that Toriyama intended us to think he either couldn't, or that it would be ineffective and no longer raise his power. I'm voting he couldn't use it.

It was necessary when Super Gotenks Buu was kicking him around, yet Gohan didn't go SSJ.
