the character icons or w/e in that pic looks like the exact one from Tenkaichi Tag Team when you pick a character in the character selection screen
Hell, even the kidbuu model look like the ones from Tenkaichi Tag Team when you play it on PPSSPP

Yes, this is a new game. It will be released on iOS, and Android sometime this month. The official site can be found here:
http://dbus.bngames.net/
This game looks to be to Tenkaichi Tag Team as Dragon Ball Z for Kinect is to Ultimate Tenkaichi. The character models, environments, and portraits are
lifted directly from that game. The key art is from Burst Limit.
edit: Digging through that Tenkaichi Tag Team site revealed
the source for Tap Battle's
key art.
"I like the money it brings in, but Dragon Ball Heroes is the worst. That's actually the real reason I decided to start working on new material. I was afraid Bandai would make something irredeemably stupid like Super Saiyan 4 Broly." - Akira Toriyama, made up interview, 2013.

Looks like the graphics of Tenkaichi Tag Team but sadly it's another mobile game.
I don't remember Namco Bandai ever releasing DB arcade games for the home consoles and yet they do these sort of games for iOS/Android devices which are only good for 5mins or less. It's just not real gaming.
FUNimation 2015 Releases I want:
- Kai 2.0 on Blu-ray

Well, without sounding condescending, isn't that the point of mobile gaming? Just a quick 10 minute game for those bus journeys/train rides. Games like this with recycled material are going to be far cheaper than the process of a video game for consoles, it's a much safer bet for the company and is likely a quick process from development to distribution.
I wonder if this release means that Tap Battle was successful, and whether or not we might ever see an English release of these apps.

The key art is from Burst Limit? What does that even mean...?

I believe they might mean "Ki art".
Off-topic: DBKHD, where's your avatar art from? Is there a full image, or is it part of an avatar set or something?

Key art refers to promotional artwork made for movies, games, etc. The key art for Ultimate Swipe can be seen on
the official website to the left of the logo. It's Goku from the
Burst Limit box art.

Yeah but the date is a mistake. There's no set release date.

They released
Super Dragon Ball Z on home consoles, and
Dragon Ball Heroes on 3DS.

It is though, in a way. It's a fun five - ten minute distraction while you're on the bus/train. That's how portable gaming was first conceived if I'm not wrong. Just think of mobile games as the modern Game and Watch.
Thanks to SSJ God Gogeta for the avatar.

While I agree, I still stick with my GBA SP. Had that thing for ten years already and its still going strong with Fire Emblem and Yugioh Worldwide Edition.

It looks quite bad. It's like the kinnect game but with touch screen controls instead of movement controls.
