I can only hope they'll leave the flashing scenes alone on home video releases, but considering the music is scored to these dropped frames I doubt it. You're misinterpreting that the Blu-ray and DVD's only span across 35 episodes. The actual length won't be that short. In fact, WTK over at Fandom Post, posted that Amazon has a fourth set listed and it lists going up to episode 146. So, if I'm not mistaken, this would bring the total episode count up to 167. Most likely, Seasons 5-7 will be released with 23 Episodes each, retaining the Sumitomo score and Theme Songs. I'm looking forward to hearing the English versions of those.

Look, at the pace it's been going so far, I can't imagine how it can be 69 episodes.
And yet, the info comes from Toei themselves, they can't have that wrong.
Right now, they've cut pretty much everything they could, you would believe that the whole thing would be just as short as the previous sagas.
So really, unless at some point in upcoming episodes they said "oh, screw it, let's keep all fillers and go terribly slow until the end now", I can hardly imagine that the current pace leads to 69 episodes!

You know, Dragon Ball Kai already had two seasons before so the Majin Boo arc would be the third one making FUNimation's "seasons" illogical because they're not following any order. You also have to consider that Toei's doing this to make profit not just to please fans, so in their favour those 69 episodes will be profitable rather than 30-40 episodes.

Those who can they do others rent/stream the episodes or films to their device as it's a lot cheaper than owning it.
Now for example, Saint Seiya BOX 1 & BOX 2 are coming out soon in Japan for around $340 each, so in this instance they're not really that expensive plus for the quality they're getting it's an awesome deal. But for the English audience we gotta wait for a quality sub release.

If the episode count is correct, I have a feeling this is why. This makes me sad. A few of the fights need some serious trimming down (looking at you Gotenks.) I have a feeling it's going to be breakneck pace until Buu is released and then it's going to slow down. I just hope it doesn't slow too drastically. I'm looking for a good chunk of the Buu flying around destroying the world filler to be gone as well. Honestly, this really doesn't need to be more than 45-50 episodes. I'm really digging the pace they have going now. Yeah, I think Toei will leave fillers between fights, example: Base gotenks will fight Fat Buu or SSJ 2 Vegeta fighting dozens of mini Kid Buu
. Just see what Toei did with anime Toriko (completely different from the manga), Toei do not care about the quality and fidelity to the Manga. I did not condemn them, but if they really wanted to do a good job, they should do the anime from the start, with new animation and a similar pace with the Manga. It's good, but could be much better.
