Super Yi Xing Long had no real motivation neither. He was just a evil dragon that show up out of nowhere with no build up or suspense. With Buu, there was build up to him before he hatch out of his egg. It made you think what he was going to look like and how deadly he was going to be. Buu may be the weakest villain in depth, but his character was overall fun. Super Yi Xing Long was generic at best in my opinion since he has no overarching plan other than blow shit up.

Vegeta wanted personal power to be the strongest, whereas Freeza seemed to want control.

As for the one star Dragon, he's evil personified, so he didn't need a deep motivation. I think he worked because he was a force of nature who was brought about because of the overuse of the dragon balls.

His concept was good, but poorly executed. Buu was not a good written villain, but I prefer him over Super Yi Xing Long. Bebi had the best motivation in GT since he wanted revenge on his race and end up taking over the Earth. The last villain that took over the Earth was Piccolo Daimo.
