Yeah, Asura is great when it comes to anatomy, details and (most of all) dynamic battles but he doesn't quite manage to mimic the Toriyama style the way Gogeta Jr did. In PtEtSS, the ghosts keep reforming until the Destron Gas machine is neutralized. Implying they are made from the gas and can't reform after they are killed if the machine isn't producing anymore of it.
The Raichi design is from PtEtS though, so the ghosts should just keep reforming until someone yells "They're Ghost Warriors!" and then kills them (maybe in a way that somewhat resembles how they originally died).
With Salagir's knack for changing things, I'm not entirely sure how the ghosts in Multiverse function though. The originals didn't explode into bloody bits or anything, they just turned into smoke and either reformed or dispersed, while Salagir's ghosts seem to phase away once defeated.

Has there been any confirmation whether or not Raichi even came in contact with U18/U16? PtEtSS is even more screwy than movie 8 and would need a complete rewrite.

That's a weird change to make since it wasn't really an "error." It's not like a hypothetical duplicate Cold from U3 shouldn't be in his reduced form.
Although it seems like Raichi's ghosts have their own autonomy and intelligence. U3 Raichi would never have gotten a chance to see Freeza's true form, let alone 5th form. Same is likely true for Cold and Coola. So it's obvious they're not complete puppets since they're capable of things Raichi wouldn't know about. If they were going to do Broly in DBM, they shouldn't have gone for herp derp Poor Saiyan's Hulk. Instead, they should have made him Dragonball's Bane, where he ruled the world not just through sheer force, but also being a skeevy conniving bastard who could give Cell a run for his money.
