Well i know the obvious answer. But for a In-Universe explanation, Why didn't he ?
He could have used IT to teleport Goku to earth in an instant . Instead of making travel down snake way for 48 hours.

He didn't have it? The whole line of him having said that he could have taught it to Goku when Goku first trained with him was a dub line. In the manga, Kaiou just comments that he recognizes the ability as being the Shunkan Idou and realizes that Goku must have learned it on Yardrat. There's nothing said to suggest he was able to perform the ability, or Kaioushin's version for that matter, simply that he knew about it.

Darkprince nails it on the head for me. It's also possible that he tried to achieve it, but wasn't fully able to, much like how Goku surpassed his ability to use the Kaio-ken.

He just didn't know how to do it. Not even Kaioshin knew how to do it (until he merged with Kibito), and I think Kami could only teleport between the Living World & the AfterLife, or wherever he wanted within Earth, his territory.

Regarding the dub line, I was pretty sure King Kai was simply bragging to Goku. Kind of like "Yeah, I totally knew that."

I think the line about him knowing how to use it is filler.
But as far as, like, "why didn't he take Goku to the check-in station when the Saiyans came to Earth", I would say because Instant Transmission requires you to lock onto someone's energy signature, and he hasn't seen or talked to anyone else in hundreds of years, and would not be familiar with said energy signatures.

Goku even asked if King Kai can't just bring him back to Earth when the Saiyajin almost arrived and he obviously couldn't.
