Marron is the only one who is actually weird in terms of appearance, but there there have been plenty of instances of teens being pint-sized in Dragon Ball too with Kuririn and Chi Chi for example. Saiyans hybrids are an exception I would say. I mean, there isn't any consistency with Gohan/Future Trunks and Goten/Trunks, but maybe Goten and present Trunks ended up with the stunted growth genes that pure Saiyans have. It's disappointing that none of the kids are changing, but not exactly wrong either...
Chozenshu timeline places it in AGE 778, 4 years after Buu.

I don't doubt that Toei could get hype raised to maximum by having Toriyama say whatever they want and that money is probably a big part of this (especially when he doesn't have to do as much work as he used to), but we've also seen that he seems to have taken a genuinely renewed interest after the failure that was Dragon Ball Evolution. But I think you have a bit of a misconception if you think Toriyama did the original serialization of Dragon Ball for any real reason other than money. He's made it very clear that was why he got into the manga industry, so I don't see what the difference would be here if he he's revisiting the franchise for the same reason he started it in the first place.
For everything else though? Yes, he did write the script and yes, he did do almost every character design himself. Beerus, Whis, Goku, Vegeta, Bluma, Chi Chi, Gyumao, etc. All the main cast favorites down to Bluma's mother and father. The only ones he didn't do were the background characters, like the chefs, caterers, pedestrians and the two cameo characters (police girl and the sushi chef).
