Well Saichoro gave Dende the ability to heal. It was most likely a trait of Saichoro's and knowing he was going to soon die and that it would also help Kuririn and Gohan in their fight, he passed the ability on to Dende. Therefore, I think a Namekian is born with the ability and that it's probably a rare trait.
