Sorry for bringing this thread back to life. I just watched a batch of episodes toward the end of the series and I can't help but come to appreciate Si Xing Long even more.
He was a truly great character that even though he's an Evil Dragon who radiates negative energy, he has a good heart, which was totally unexpected, but when he has a memento of Grandpa Gohan, it kind of makes sense. He helped out Gokû by giving him a medicine, and fought alongside Gokû against the final dragon. It makes me depressed that he had to die twice in a futile effort to defeat Yi Xing Long. He could have been a great addition to Gokû's ally, but he didn't make it out alive.
One thing that does make me wonder though. All the dragons seem to know each other. Si Xing Long even has a brother named San Xing Long, which seems to know Si Xing Long pretty well. It makes me think that they all reside in an unknown realm somewhere, and it happens that a black smoker Dragon called them out and transferred the negative energy into them.

I remember the 5th Star Dragon comment to Goku on beating the 2nd Star Dragon for being the weakest of the bunch. I would imagine they all know each other.

I think things like that is what inspired Toyble to create the Ryuoshin Realm in his AF manga. Its funny this thread was made in 2014 before Super existed (or that we even knew it would exist), and its going to be interesting to see how opinions on GT change. I think Super will hopefully be better overall than GT, but I did like some of GT's concepts that Super doesn't seem to be doing. We need another time skip like GT did.

From a production point of view it has no chance of coming close to Gt, story wise BOG and RF were done worse then the Baby arc especially in terms of their final battles.
They're both retelling 2 recent movies so the quality could go up in the next arc but I highly doubt it and think the only way we'll be able to enjoy the arc is if it gets turned into a movie in 2017.

GT, more often than not, looked better than Z or the original series did. Of course, the key difference here is most Western fans either 1) watched GT on Toonami as children and didn't care what the show looked like, or 2) shotgunned it when they were older and it was put on DVD. Anybody watching Super right now is at least old enough to figure out how to get a hold of something that hasn't been officially released outside of Japan yet and are watching it week to week, so these two groups are going to have different reactions.
Of course of course, we also live in the thinktank Internet age that was non-existent when GT premiered in Japan, and only beginning to blossom when it made its way overseas. There are so many avenues for fans to dissect what they just watched... and bitch about animation or plot progression for a week until the next episode.

I remember watching the first half of the first arc (where they are travelling and gathering the balls) as a kid and really enjoying it. But then I kinda didn't like the rest as much. I may rewatch it so I can have a fresh opinion on it.

It seems like how most of the fans are. I guess all of the fans that watch the series before it dubbed are all gone? It makes feel kinda old since I've been on DBZ forums and websites for at least 14 years now. I grew up with going to Japanese collectors shops as a kid, so there is always the nostalgia to me of seeing things before there was dubbed . Even as a kid, I knew GT was bad deep down. Took me a while to admit as a kid since I let the hype blind my eyes. Ultimately, GT only really caught my attention once the final arc began. Everything thing about GT prior to that was uninspired, trite and just bored me.

You speak about the animation, but do you mean the art? Isn't animation how the art moves? Frankly, I've got a lot of problems with the latter because the fight animation's so darn slow and has no impact it makes the characters look super weak.

While I wont say Dragon Ball GT is worth your time I will say that it it should absolutely be given a shot and honestly you can't be considered a true dragon ball fan if you haven't seen it at least once. It is official (note how i said official and not canon) part of the story and I think their is some value to what was given to us.
FYI: If you want my full thoughts on this series, just know there are gonna be spoilers.
1. Black Star Dragon Ball Arc
[spoiler]1A. Story Synopsis
The story starts out pretty fast as we already know what the first story arc will be about by the time the first episode ended. This is very different from most of the original Dragon Ball story arcs, which starts off not knowing who or what will be the main villain or goal of this specific part of the story is. This arc starts off with Goku and Uub coming out of the Lookout on Uub's final day of training, to find out Shenron has been summoned, due to fear of an Adult Goku, Pilaf wishes him to be a kid again.
1B. Characters
This main story involves Trunks, Pan and Goku. But not just any Goku, Kid Goku. And not just any Kid Goku, a Kid Goku with all the experiences and knowledge of DBZ Goku. Honestly I know the majority of this fandom hates that Goku turned into a kid again but honestly, this decision has REALLY grown on me. To me, the kind of story they wanted to tell in this first arc, simply would not work if Adult Goku went along for the ride. And lets be honest, Toei Animation was not gonna not bring Goku. Turning him into a kid was just kinda the logical decision here for them. He is the main character of this story and while it doesn't make it okay, you kinda have to understand where they are coming from. As for Pan, I have 2 very different opinions of her depending on the dub I am watching. In English, I really dislike this character as she seems very annoying and boring. In Japanese though she really does seem like the average teenage girl in this story. That sounds negative but I consider it a positive as she was born and raised by two fairly normal adults in a very peaceful time on Earth. It makes sense that she just grows up to be normal in the first place. Trunks is the one I am most unsure of. He has his moments and definitely is the straight man in this Trio, but it seems like they tried to make him too much like his future self here. The young Trunks was arrogant and thought of himself as the best thanks to being raised by Vegeta and while we did see him become much less arrogant at the end of Z, he should NOT be this similar to Future Trunks.
On the new characters though, I felt they were mostly forgettable with a few major exceptions. Ledgic for example, was great he just wasn't utilized properly. Para Para Brothers were fun and pretty memorable thanks to their wackiness. The people of Imecka by themselves weren't all too great (and I am pretty sure not a single one had a name besides Don Kee and his lieutenants) but as a group I could feel for their dilemma.
1C. Tone
Here is what most people complain about in this arc. That the show became much more light-hearted in spite of the fact that the Earth was literally gonna blow up if they didn't hurry and find the Black Star Dragon Balls. This is something I agree with but lets be honest here. In a lot of the dangerous situations that the characters find themselves in, they seem to always find a way to have fun. For example, in the Majin Buu arc, Gotenks has a very comical fight with Super Boo in the time chamber instead of going all out in the very beginning. In the same arc, Goku and Gohan are pretty much playing baseball with huge rocks, instead of training and mastering the Z sword to defeat Buu. So even though I do see the problem, its not like there isn't precedent for this.
1D. Action
The action was very small scale if that makes any sense. There isn't really a sense that if they lose a specific fight it would affect anything long term (except, you know, for the the destruction of Earth). So really there isn't much to say here. Ledgic fight was great though just very short.
1E. Comedy in this Arc
Honestly this arc was meant to bring back that Dragon Ball nostalgia that we all had and just like how I didn't take the beginning of Dragon Ball very seriously, I don't take this arc of GT very seriously either. If I were to watch it again it would mostly be for the laughs and comedy (even though I find the original's comedy much better). The comedy on this arc I consider pretty freaking funny, the whole Trunks dressing as a woman thing I find hilarious. The Para Para Brothers I consider very funny and amusing to see. There was humorous moments here that again I feel kinda needed a Kid Goku to work as well.[/spoiler]
1F. Overall Rating: 6.5/10
At its best its okay. At its worst its pretty freaking boring.
I am only giving it a 6.5/10 because of the setup that it brings for the next arc and its comedy. If I had to rate this arc by itself and not judge it by what it leads to I would give it a 5.5/10.
2. Baby Arc
In my opinion I consider this arc one of the best arcs of the entire series period. You might disagree with me but let me at least tell you why I feel this way.
[spoiler]2A. Story Synopsis
This arc builds off on the events of the previous arc (organic storytelling is a big positive for me) and involves Baby, the Tuffle, trying to avenge his people by killing all the Saiyans.
2B. Characters
Alright lets get on to the other returning DBZ characters now that they play a much more important role.
Vegeta here is finally reformed and accustomed to life on Earth and here it shows. Slowly throughout the series we see Vegeta slowly let go of his Saiyan armor as he slowly becomes a much better person. Here he completely lets it go like he did at the end of Z. This leads to Vegeta having some very strange, and very human interactions with the other characters now. Like with his daughter Bra. Bra is the one character who bosses Vegeta around like it was nothing. In what is one of my personal favorite scenes in Dragon Ball, Vegeta shaves his mustache after being told it makes him look like a "total geek" (at least in the dub). I love seeing domesticated Vegeta. Goten builds right off the end of Z. Often times you will see people tell you he isn't anything like how he was in Z and you'd be wrong. At the end of Z, Goten mentions that he actually had a date the day of tournament, until Goku made him cancel. So he was already dating and talking to girls at this age. Goten still does that in GT and I love his interactions with Palace (or Valese in the dub). He is constantly trying to look cool in front of his girl and doesn't like being embarressed. Gohan is the same in all honesty, he is still a scholar. Uub is much more confident like Goku and isn't afraid anymore like he was at the end of Z. Super Saiyan 4 Goku is also very cool even when it comes to his personality. He is much more serious and holds nothing back at all. I love the dichotomy we get between this Goku and Kid Goku.
On to the new characters, let me just mention that I love Bra's character in GT (even though she was there at the end of Z so she isn't technically new). The way she bossed around Vegeta like it was nothing and how she really was just a fun character. Palace was funny whenever she was with Goten. Dr. Myuu was pretty bland. General Rildo was very generic in terms of character but he was still fun to see and I love his fight against Goku. Now on to my favorite villain in the Dragon Ball franchise. Baby is different from most other villains as he actually had a legitimate reason to hate the main characters. They were the descendants of the same saiyans who wiped out his entire race. If it wasn't for the fact that Goku and the others are the main characters, he would be the good guy in this story. Even when he explains his story to Vegeta, he simply does not care and calls his species worthless. His story goes back to the lore that was created by Toriyama for a filler episode of Dragon Ball Z and expands on it and its just great.
2C. Tone
Once Baby gets to Earth the story gets much darker and serious compared to the last one. While there are a few comical scenes spread throughout (which tend to be very funny in my opinion), this story knows the time for playing around is over.
2D. Action
The action dials it up to 11 here. The fights have a sense of real tension now and scale. This tends to go from every single fight in my opinion. The weakest for me would have to be Super Saiyan 3 Goku vs Baby Vegeta (first one). Where do I start with this one. The animation here is horrendously bad. The best part of this fight is Goku refusing to give up while Baby beats him to the brink of death. Every other fight is just amazing and well choreographed. Goten vs Baby is probably the funniest fight as he is trying to impress Palace while fighting Baby at the same time. Gohan vs Baby Goten is great because of Baby trying to push Gohan harder and harder to the edge, knowing that when he does, victory is assured. Baby Gohan and Baby Goten vs Vegeta is great as well and the animation is top notch in these episodes. The best fight easily though, is Super Saiyan 4 Goku vs Baby. Great animation throughout, great choreography and great fight in general. This fight is very underrated in my opinion.
2E. Comedy in this Arc
The comedy here is very sparse compared to the last one thanks to the shows new serious tone. When the comedy does come though it is absolutely hilarious. Goten trying to impress his girl, funny. Vegeta shaving and no one even noticing it, hilarious. Chi-Chi slapping Baby Goten leading him to think that she may be even stronger than he is, gold. The comedy may be rare but it sure is good.[/spoiler]
2F. Overall Rating: 9.25/10
Hilarious scenes, memorable moments and great arc in general.
3. Super 17 Arc
[spoiler]3A. Story Synopsis
Early in the Baby Arc, Dr. Myuu is killed and sent to hell, because of this he is able to meet Dr. Gero and quickly plans to make the most powerful android/machine mutant in the universe. (I LOVE ORGANIC STORYTELLING)
2B. Characters
First, as usual the characters that have returned from the previous show.
Android 18 is still the same demanding wife that she was in the previous story. Dr. Gero is still the same, but actually gets a pretty good character moment when he is betrayed for the second time. Android 17 is still the same but this time brainwashed. Hell Fighter 17 is literally what 17 would be if he was 100% robot and does whatever he is ordered to. Piccolo finally does something important here besides being blasted away and I like how far this character has come. He is literally willing to sacrifice heaven for his friend Goku. Thats deep. Thats really deep actually.
Super 17, while a ridiculous concept, in my opinion was a pretty interesting character because of the two very different people that make him. At the beginning he is pretty bland and arrogant but once 18 appears you can tell there is that struggle inside him from the original 17 and the new 17. One just wants to save his sister and the other wants to kill her and Goku and keep following orders. I love this about him as he is a bad guy who doesn't need like 50 episodes to change, but is someone who has some good in him from the beginning and wants to, and kinda needs to, change right now or else he will end up hurting his sister and suffering for it forever.
3C. Tone
The tone of the last arc carries on into this one but there are much more light-hearted moments especially when Goku is in Hell. Not much more needs to be said here.
3D. Action
There are only like 4 major fights here. Pretty much everybody except Goku vs Super 17, 17 vs 18, Goku vs Frieza and Cell, and finally Goku (and later 18) vs Super 17. The weakest I would say is Goku vs Frieza and Cell. Its funny to see how far these, at one point threatening, villains seem to have fallen compared to how strong Goku is now. These characters literally seem like jokes now and the way they were portrayed shows that even more. I love seeing Super 17 beat the crap out of every single character there. I also like how dramatic and sort of sad undertone the fight between brother vs sister (17 vs 18) fight was. It was genuinely sad and I felt for them in that scene. The best fight would have to easily be Goku and Android 18 vs Super 17 though it did have its problems. The beginning of the fight though had terrible animation. I found it dumb that it took Goku so long to figure out that his ki was being used against him. But he only ever fought a guy like that once and that was like 22 years ago if I did my math right, so I'll let it slide. Also I loved how he was beaten as it led to Goku and 18 setting aside their differences to beat the man who killed Krillin. I also loved how Super 17 pretty much let himself die to protect his sister from being killed. He was clearly thinking "its either I be killed or my sister" and he chose letting his sister live and I love it. Also I should mention the villains coming back. While I did feel like it could have been executed better, I love how Goten, Trunks and the others simply just blast them and they all die. It shows how far they have all come.
3E. Comedy in this Arc
Pretty much the only Comedy here is in hell and watching everybody but Goku get the crap beaten out of them. Oh and Goku being lured to Hell, just so that Dr. Gero and the others can ditch him there. I found that pretty funny in all honesty.[/spoiler]
3F. Overall Rating: 7.0/10
Cool emotional moments but very short.
I am only rating it a 7.0/10 because of how it leads to the next arc and because of its emotional sad moments it gives to some characters (heck even Dr. Gero gets one here), interesting villain and great usage of underutilized characters (particularly 17 and 18). Probably the least Goku Time arc here [spoiler]as Goku doesn't even do much until the end and most of the other characters kill the revived villains.[/spoiler] If I were to rate this arc by itself and not what it leads to it would be a 6.0/10.
4. Shadow Dragons Arc
[spoiler]4A. Story Synopsis
Because of the damage done on Earth caused by the resurrected villains released in the previous arc (MORE ORGANIC STORYTELLING), the Dragon Balls have cracked causing 7 evil dragons to emerge and wreck havok across the Earth.
4B. Characters
No old characters really make a return here but I would like to mention Vegeta. Vegeta here, building off of his "You are Number 1" speech is in a bit of a rut. He acknowledges that Goku is better and most likely always will be, but he doesn't want to be left behind. He still wants to be a challenge to his long-time rival. This honestly feels like the natural progression of where Vegeta's character should go. This is off the topic of GT but in the kanzenban ending of the Dragon Ball Manga, Vegeta got a new line where he said "I will surpass you one day Kakarot" and I personally hate that line as it feels like Vegeta has regressed as a character. But hey thats just how I feel. Also on the topic of Vegeta people like to point out how he "would never receive help to be stronger", did you all forget Vegeta letting himself be controlled by Babidi to make him stronger or Vegeta asking Krillin to hurt him hard so that he could get a Zenkai boost and get stronger.
On to the new character, which pretty much are just the Shadow Dragons.
Haze Shenron is boring and entirely forgettable if it wasn't for the fact that he is the first dragon shown. Rage Shenron is just as boring but has cool abilities. Oceanus in my opinion is up there with Nuova Shenron in my opinion, because the way she is fought is cool, her personality is interesting due to the ambiguous nature of the wish that made her and I love her design (mostly just the humanoid one but I like how different her second form is). Naturon Shenron is pretty bad honestly, as I hate his character so much, his powers are cool though, they have been done better though (Majin Buu). Don't even get me started on him. I love the whole fire/good and ice/bad dichotomy that Eis and Nuova Shenron. One has morals and wants a fair fight. The other is willing to cheat and do whatever it takes to win a battle. Syn Shenron is just a bad for the sake of being bad. His abilities and his power are what make me like him though. Seeing him trash around Goku like it was nothing was cool to see. His ability to absorb all the other dragon balls into himself though I feel were completely squandered. While I like how he got their power and abilities, it would have been much better to see their personality traits transfer to him as well.
Also a new character though is Gogeta (new to the anime I mean). He's great. Nothing more needs to be said about him.
4C. Tone
Light-hearted first half. Dark Second half. Emotional end. Thats pretty much it.
4D. Action
Here is where I say GT dropped the ball. The fights are just pretty stale until Nuova and Eis show up (with the sole exception of Oceanus). So I'll skip them and focus on the actually good ones. Goku vs Nuova was great. Goku vs Eis was great, and ended with a beautiful dragon fist. Goku vs Syn was also great, I love the scene where Goku is getting energy from the others. Super Saiyan 4 Gogeta vs Omega Shenron was FANTASTIC and easily a highlight of the entire series. Super Saiyan 4 Goku and Vegeta vs Omega Shenron was good and I liked how they were trying to re-fuse and trying to outsmart Omega and the afterimage technique of all techniques saves the day. Well if it worked. This all led to an final Spirit Bomb that pushed finally put him to rest. I know a lot of you felt like Omega should have put some struggle into it like Kid Buu but I personally feel like Kid Buu shouldn't have been able to push it back since he did not have a Pure Heart, so this way was actually better for me.
4E. Comedy in this Arc
Mostly spread out in the first half, and honestly not really that funny. The bits of comedy that were in the second half were much funnier in my opinion like for example after Omega Shenron thrashes base Kid Goku and Base Vegeta, Goku says "Hey Vegeta", Vegeta responds "What is it Kakarot?" Goku then says "Did you see how hard he hit me?" that scene has me laughing out loud to this day.[/spoiler]
4F. Overall Rating: 8.0-8.5/10
Cool moments but underutilized characters and bring down what could have been a truly fantastic arc. Also that ending though.
[spoiler]This arc could have have been much better in so many ways, they could have had all the characters find the dragons instead of just Goku and Pan. This arc was easily where GT was the most Goku Time and it suffered for it.[/spoiler]The first half definitely felt rushed. What really saves this arc for me is everything after episode 52 (plus the Oceanus Dragon episode).
5. Things I Didn't Mention
[spoiler]The Shadow Dragons coming from the dragon balls and being caused by the heroes hearken back to what Old Kai said in the Buu saga about over using the dragon balls is absolutely great.
The designs here are top notch with standouts being Super 17, Super Saiyan 4 and the Shadow Dragons.
Super Saiyan 4 is in my opinion the coolest transformation in the series and I love the way it is achieved. Golden Great Ape is just as great in my opinion and hearkens back to the filler scene of the Original Super Saiyan we saw way back on Namek.
The music is absolutely amazing and on par with Kikuchi's score in my opinion, with standouts being any of the many Dan Dan melodies they made and Super Saiyan 4 Gogeta's theme (I know its not his theme but that's just what I am calling it). It has a very RPG feel to it and its just great.
There are some stupid moments in this show. Goku and the others fighting worms. The Trunks car crash (although I don't find it as bad as other people do). Super Saiyan 4 Goku being cut by glass. Most of the inconsistencies in Dragon Ball Gt are found in the English Dub though.
I personally really enjoy A Hero's Legacy. Goku Jr. is very interesting and his journey to find the Dragon Ball is just great and pretty emotional. I wont say its as good as the Future Trunks Special or the Bardock Special which are both 10/10 to me, I would give this one a solid 8.25/10.
The ending of GT is 10/10 fantastic and makes it feel like the series was worth sticking through.
The only real thing I hate about GT is the English dub. It is terrible, sure we get the old characters reprising their role and they are great but the new ones are just pretty bad. Most Villains have a filter on them when they speak which is always a big negative when it comes to Dragon Ball. The new music is just awful, and yes, the rap song sucks. The only song from the Mark Menza score that I can say I like is Super 17's theme and mostly because it kinda sounds like the music that Super 17 would listen to if you look at his design.
Finally the ending and opening themes (Japanese version) are amazing. I literally can go on and on about Dan Dan and the endings as well, with my personal favorite being Don't You See by Zard.[/spoiler]
6. Dragon Ball GT Rating (Including A Hero's Legacy): 7.7-7.9/10
A very, very, underrated series in the Dragon Ball Fandom which gets a lot of undue hate.
And just in case you were wondering if I were to rate all 4 arcs together not count how each arc led to to the other I would give it a 7.2-7.5/10. The first rating though is my true rating for the series in Japanese.
If I were to rate the English Dub it would be a 6.7-6.9/10 if were counting organic storytelling and 6.2-6.5/10 without it.
While I don't really know if the story ideas given in GT are ones that Toriyama himself would do if he had continued the series, that doesn't necessarily make it a bad thing. Like for example Bardock: The Father of Goku, a story Toriyama he has states himself he could never make and is almost universally beloved by fans.
So to answer your question. Yes it is worth watching. It has its problems, yes I know but give it a try and stick around for the Grand Tour.
Note: Keep in mind that since this is a continuation of the ANIME Dragon Ball Z and the Original Dragon Ball, it will not follow manga canon. If your a manga purist this series may not be for you.

1. Black Star Dragon Ball Arc
[spoiler]1A. Story Synopsis
The story starts out pretty fast as we already know what the first story arc will be about by the time the first episode ended. This is very different from most of the original Dragon Ball story arcs, which starts off not knowing who or what will be the main villain or goal of this specific part of the story is. This arc starts off with Goku and Uub coming out of the Lookout on Uub's final day of training, to find out Shenron has been summoned, due to fear of an Adult Goku, Pilaf wishes him to be a kid again.
1B. Characters
This main story involves Trunks, Pan and Goku. But not just any Goku, Kid Goku. And not just any Kid Goku, a Kid Goku with all the experiences and knowledge of DBZ Goku. Honestly I know the majority of this fandom hates that Goku turned into a kid again but honestly, this decision has REALLY grown on me. To me, the kind of story they wanted to tell in this first arc, simply would not work if Adult Goku went along for the ride. And lets be honest, Toei Animation was not gonna not bring Goku. Turning him into a kid was just kinda the logical decision here for them. He is the main character of this story and while it doesn't make it okay, you kinda have to understand where they are coming from. As for Pan, I have 2 very different opinions of her depending on the dub I am watching. In English, I really dislike this character as she seems very annoying and boring. In Japanese though she really does seem like the average teenage girl in this story. That sounds negative but I consider it a positive as she was born and raised by two fairly normal adults in a very peaceful time on Earth. It makes sense that she just grows up to be normal in the first place. Trunks is the one I am most unsure of. He has his moments and definitely is the straight man in this Trio, but it seems like they tried to make him too much like his future self here. The young Trunks was arrogant and thought of himself as the best thanks to being raised by Vegeta and while we did see him become much less arrogant at the end of Z, he should NOT be this similar to Future Trunks.
On the new characters though, I felt they were mostly forgettable with a few major exceptions. Ledgic for example, was great he just wasn't utilized properly. Para Para Brothers were fun and pretty memorable thanks to their wackiness. The people of Imecka by themselves weren't all too great (and I am pretty sure not a single one had a name besides Don Kee and his lieutenants) but as a group I could feel for their dilemma.
1C. Tone
Here is what most people complain about in this arc. That the show became much more light-hearted in spite of the fact that the Earth was literally gonna blow up if they didn't hurry and find the Black Star Dragon Balls. This is something I agree with but lets be honest here. In a lot of the dangerous situations that the characters find themselves in, they seem to always find a way to have fun. For example, in the Majin Buu arc, Gotenks has a very comical fight with Super Boo in the time chamber instead of going all out in the very beginning. In the same arc, Goku and Gohan are pretty much playing baseball with huge rocks, instead of training and mastering the Z sword to defeat Buu. So even though I do see the problem, its not like there isn't precedent for this.
1D. Action
The action was very small scale if that makes any sense. There isn't really a sense that if they lose a specific fight it would affect anything long term (except, you know, for the the destruction of Earth). So really there isn't much to say here. Ledgic fight was great though just very short.
1E. Comedy in this Arc
Honestly this arc was meant to bring back that Dragon Ball nostalgia that we all had and just like how I didn't take the beginning of Dragon Ball very seriously, I don't take this arc of GT very seriously either. If I were to watch it again it would mostly be for the laughs and comedy (even though I find the original's comedy much better). The comedy on this arc I consider pretty freaking funny, the whole Trunks dressing as a woman thing I find hilarious. The Para Para Brothers I consider very funny and amusing to see. There was humorous moments here that again I feel kinda needed a Kid Goku to work as well.[/spoiler]
1F. Overall Rating: 6.5/10
At its best its okay. At its worst its pretty freaking boring.
I am only giving it a 6.5/10 because of the setup that it brings for the next arc and its comedy. If I had to rate this arc by itself and not judge it by what it leads to I would give it a 5.5/10.
2. Baby Arc
In my opinion I consider this arc one of the best arcs of the entire series period. You might disagree with me but let me at least tell you why I feel this way.
[spoiler]2A. Story Synopsis
This arc builds off on the events of the previous arc (organic storytelling is a big positive for me) and involves Baby, the Tuffle, trying to avenge his people by killing all the Saiyans.
2B. Characters
Alright lets get on to the other returning DBZ characters now that they play a much more important role.
Vegeta here is finally reformed and accustomed to life on Earth and here it shows. Slowly throughout the series we see Vegeta slowly let go of his Saiyan armor as he slowly becomes a much better person. Here he completely lets it go like he did at the end of Z. This leads to Vegeta having some very strange, and very human interactions with the other characters now. Like with his daughter Bra. Bra is the one character who bosses Vegeta around like it was nothing. In what is one of my personal favorite scenes in Dragon Ball, Vegeta shaves his mustache after being told it makes him look like a "total geek" (at least in the dub). I love seeing domesticated Vegeta. Goten builds right off the end of Z. Often times you will see people tell you he isn't anything like how he was in Z and you'd be wrong. At the end of Z, Goten mentions that he actually had a date the day of tournament, until Goku made him cancel. So he was already dating and talking to girls at this age. Goten still does that in GT and I love his interactions with Palace (or Valese in the dub). He is constantly trying to look cool in front of his girl and doesn't like being embarressed. Gohan is the same in all honesty, he is still a scholar. Uub is much more confident like Goku and isn't afraid anymore like he was at the end of Z. Super Saiyan 4 Goku is also very cool even when it comes to his personality. He is much more serious and holds nothing back at all. I love the dichotomy we get between this Goku and Kid Goku.
On to the new characters, let me just mention that I love Bra's character in GT (even though she was there at the end of Z so she isn't technically new). The way she bossed around Vegeta like it was nothing and how she really was just a fun character. Palace was funny whenever she was with Goten. Dr. Myuu was pretty bland. General Rildo was very generic in terms of character but he was still fun to see and I love his fight against Goku. Now on to my favorite villain in the Dragon Ball franchise. Baby is different from most other villains as he actually had a legitimate reason to hate the main characters. They were the descendants of the same saiyans who wiped out his entire race. If it wasn't for the fact that Goku and the others are the main characters, he would be the good guy in this story. Even when he explains his story to Vegeta, he simply does not care and calls his species worthless. His story goes back to the lore that was created by Toriyama for a filler episode of Dragon Ball Z and expands on it and its just great.
2C. Tone
Once Baby gets to Earth the story gets much darker and serious compared to the last one. While there are a few comical scenes spread throughout (which tend to be very funny in my opinion), this story knows the time for playing around is over.
2D. Action
The action dials it up to 11 here. The fights have a sense of real tension now and scale. This tends to go from every single fight in my opinion. The weakest for me would have to be Super Saiyan 3 Goku vs Baby Vegeta (first one). Where do I start with this one. The animation here is horrendously bad. The best part of this fight is Goku refusing to give up while Baby beats him to the brink of death. Every other fight is just amazing and well choreographed. Goten vs Baby is probably the funniest fight as he is trying to impress Palace while fighting Baby at the same time. Gohan vs Baby Goten is great because of Baby trying to push Gohan harder and harder to the edge, knowing that when he does, victory is assured. Baby Gohan and Baby Goten vs Vegeta is great as well and the animation is top notch in these episodes. The best fight easily though, is Super Saiyan 4 Goku vs Baby. Great animation throughout, great choreography and great fight in general. This fight is very underrated in my opinion.
2E. Comedy in this Arc
The comedy here is very sparse compared to the last one thanks to the shows new serious tone. When the comedy does come though it is absolutely hilarious. Goten trying to impress his girl, funny. Vegeta shaving and no one even noticing it, hilarious. Chi-Chi slapping Baby Goten leading him to think that she may be even stronger than he is, gold. The comedy may be rare but it sure is good.[/spoiler]
2F. Overall Rating: 9.25/10

3. Super 17 Arc
[spoiler]3A. Story Synopsis
Early in the Baby Arc, Dr. Myuu is killed and sent to hell, because of this he is able to meet Dr. Gero and quickly plans to make the most powerful android/machine mutant in the universe. (I LOVE ORGANIC STORYTELLING)
2B. Characters
First, as usual the characters that have returned from the previous show.
Android 18 is still the same demanding wife that she was in the previous story. Dr. Gero is still the same, but actually gets a pretty good character moment when he is betrayed for the second time. Android 17 is still the same but this time brainwashed. Hell Fighter 17 is literally what 17 would be if he was 100% robot and does whatever he is ordered to. Piccolo finally does something important here besides being blasted away and I like how far this character has come. He is literally willing to sacrifice heaven for his friend Goku. Thats deep. Thats really deep actually.
Super 17, while a ridiculous concept, in my opinion was a pretty interesting character because of the two very different people that make him. At the beginning he is pretty bland and arrogant but once 18 appears you can tell there is that struggle inside him from the original 17 and the new 17. One just wants to save his sister and the other wants to kill her and Goku and keep following orders. I love this about him as he is a bad guy who doesn't need like 50 episodes to change, but is someone who has some good in him from the beginning and wants to, and kinda needs to, change right now or else he will end up hurting his sister and suffering for it forever.
3C. Tone
The tone of the last arc carries on into this one but there are much more light-hearted moments especially when Goku is in Hell. Not much more needs to be said here.
3D. Action
There are only like 4 major fights here. Pretty much everybody except Goku vs Super 17, 17 vs 18, Goku vs Frieza and Cell, and finally Goku (and later 18) vs Super 17. The weakest I would say is Goku vs Frieza and Cell. Its funny to see how far these, at one point threatening, villains seem to have fallen compared to how strong Goku is now. These characters literally seem like jokes now and the way they were portrayed shows that even more. I love seeing Super 17 beat the crap out of every single character there. I also like how dramatic and sort of sad undertone the fight between brother vs sister (17 vs 18) fight was. It was genuinely sad and I felt for them in that scene. The best fight would have to easily be Goku and Android 18 vs Super 17 though it did have its problems. The beginning of the fight though had terrible animation. I found it dumb that it took Goku so long to figure out that his ki was being used against him. But he only ever fought a guy like that once and that was like 22 years ago if I did my math right, so I'll let it slide. Also I loved how he was beaten as it led to Goku and 18 setting aside their differences to beat the man who killed Krillin. I also loved how Super 17 pretty much let himself die to protect his sister from being killed. He was clearly thinking "its either I be killed or my sister" and he chose letting his sister live and I love it. Also I should mention the villains coming back. While I did feel like it could have been executed better, I love how Goten, Trunks and the others simply just blast them and they all die. It shows how far they have all come.
3E. Comedy in this Arc
Pretty much the only Comedy here is in hell and watching everybody but Goku get the crap beaten out of them. Oh and Goku being lured to Hell, just so that Dr. Gero and the others can ditch him there. I found that pretty funny in all honesty.[/spoiler]
3F. Overall Rating: 7.0/10
Cool emotional moments but very short.

4. Shadow Dragons Arc

Because of the damage done on Earth caused by the resurrected villains released in the previous arc (MORE ORGANIC STORYTELLING), the Dragon Balls have cracked causing 7 evil dragons to emerge and wreck havok across the Earth.
4B. Characters
No old characters really make a return here but I would like to mention Vegeta. Vegeta here, building off of his "You are Number 1" speech is in a bit of a rut. He acknowledges that Goku is better and most likely always will be, but he doesn't want to be left behind. He still wants to be a challenge to his long-time rival.
