Thats Nina and her dog Alexander. Her father was a State Alchemist named Shou Tucker. Terrified of losing his state certification, Tucker transmutes his daughter and her dog into a talking chimera. Whats more is that he did it years earlier to his wife, saying she left him. She's then slain by Scar after he kills Tucker.
