Goku was trying not to anger Beerus, remember? Goku is usually always suppressed. Against Nappa and Vegeta, against the Ginyu Toukusentai, after he came out of the RoSaT. Even before battle powers were introduced, he was suppressed in the 22nd and 23rd tournaments and against Piccolo Daimao. Wouldn't make sense for him to be showing all of his full power.

Plus, Kaio could be saying Beerus is correct when it comes to the part of "It seems you power up by turning Super Saiyan".

Also, if Beerus was wrong, Kaio's statement would also be wrong. He simply said that Beerus was correct, which would apply to the entirety of Beerus' statement. You don't say that someone is correct when they're wrong. Simple.

We actually see Piccolo being stronger than any base saiyan at the Cell Games, and we see base saiyans not too far off from the main trio (Goten, Trunks, Future Trunks) need to turn Super Saiyan against fighters that are much, much weaker than Piccolo.
With the introduction of Godly Ki, you don't necessarily have to believe that Piccolo is weaker than Kaioshin anymore.

It's impossible for the Buu arc saiyans to be THAT much stronger than the Cell Games saiyans, as Piccolo couldn't even tell if Majin Vegeta was stronger than SS2 Gohan at first, the guidebooks confirmed Gohan's strength didn't actually change (and he's still considered relevant), and Dabra is said to be as strong as Cell.
Goten and Trunks gave 18 a good match, actually. I doubt that would happen if their power was around 530.000 each.

And Goku was picturing Final Form Freeza, since it's the one he fought. If Abo and Cado were weaker, he would have said something or before they arrived he would have told Goten and Trunks to go SSJ.
Piccolo or somebody else could have just told him about Freeza's other forms.
The thing is that BoG makes Yo! canon. And Yo! directly contradicts that statement entirely.

Considering Piccolo isn't even impressive compared to MSSJ Goku's 50% power, that's not really a great feat. Increasing 25% power in 7 years is not hard as was shown multiple times during the story.

If that were the case, he could have simply not said anything. But he didn't. He said Beerus was correct. Please present your evidence that he was lying.

If he said something wrong? Yeah. I certainly wouldn't say he's right when I know he's wrong.
If that were the case he wouldn't state that his "superior position" hadn't changed.
I always interpreted that as his superior position among others who are suffering the same handicap- the other Saiyans.
Again, the Saiyans agreed to fight in base form. If the base saiyans were weaker, then neither 18 nor Piccolo would have any reason to hold back.
Piccolo has pride and wouldn't accept a 'victory' like that. 18 COULD try to go all-out, but she knows that if she angers the Saiyans too much then can just quickly kill her or at least KO her, which I think Vegeta would do if it came down to it.

Goten and Trunks also thought they could beat 18 in their base forms, despite knowing she beat Super Saiyan Vegeta in the android arc.

No, because he outright said Kaioshin was stronger than him, everyone believed him, no one contradicted him, and the guidebooks later confirmed it. Kinda similar to the BOG situation, actually, except in that case the MOVIE then confirms it rather than relying on supplemental material.

He wouldn't even need to tell them anything. This guy just told him these guys were in the range of power of some version of Freeza. That is just about as indirect as a statement could be, as even in his final form, Freeza's power varies wildly: from about 3.6 million, to 60 million, to 84 million, to 120 million. Goten and Trunks can sense ki too. If Abo and Kado were being compared to a version of Freeza too strong for their base forms, they would have just turned SS. But lo and behold, they weren't. They were either around 1st form Freeza [manga] or between 10% and 100% of final form Freeza [anime].

If they were STRONGER than Freeza, as stated by a guy who never saw any form but the 1st form and pictures that form while making this statement, then they could literally be at any level above 530,000. So there's nothing wrong with Tarble referring to 1st form Freeza in either the manga or anime versions.

He would still have the ROSAT training where they improved massively and they still weren't no match to the adult Saiyans.

And there's a problem if he is indeed referring to first form, seeing as how in the anime version, they all had a somewhat fair match. And his exact words were "They're as strong as Freeza was". I highly doubt Trunks and Goten are around 530.000 in battle power, so final form is what's left.

And Vegeta said Trunks would be enough for both of them also.

Because most of Freeza's minions had a chance to see Mecha Freeza?

The idea behind not going SS was so that people wouldn't recognize them from the Cell Games, right? So they agreed to be cautious about being seen as SSs. What stops Vegeta or anyone else going SS for a second to defeat an opponent like #18 or Piccolo instantly? High above the ground for reduced audience's visibility, if needed. When it comes to Saiyan vs Saiyan, transformations hardly change anything unless one of the two has a higher tier transformation than the other available.

True, but we can't possibly know if they would do that or not.

AT considers some parts of the anime weak and prefers the manga version of it.

True. In a movie. Made by Toei Animation. Written by Yusuke Watanabe. Supervised by a Toriyama that forgot about Tao and SSJ2. And while I do trust Toriyama for the most part, in my eyes, Beerus' statement goes completely against everything else shown in the manga.
You're shifting your position. At first, it was "BOG doesn't say this". Now it's "BOG does say this, but BOG doesn't mean anything".
Not really, Vegeta isn't that much of a liar. He might have done that in a fight against Goku, but not against anyone else.
Is Vegeta known for being extremely honest? Do you have any proof he'd actually follow through, or that 18 would even bother fighting Vegeta rather than just forfeiting the match due to the conclusion being foregone, and her clearly fearing Vegeta's power in the Cell arc?
And they wouldn't be so confident if there was such a big gap between them.
It doesn't matter what the gap was; the point is, they thought they were stronger, but they weren't. This doesn't prove ANYTHING except that this particular base saiyans > other fighters 'implication' turned out to be wrong.
And yet again, MSSJ Goku > both, so what's the problem?

No he's not. Trunks got to around 50% MSSJ Goku's strength level at best.
No, Trunks is confirmed as stronger than 50% SS Goku (he was equal to Vegeta and the Cell Juniors, and Vegeta stated he had surpassed Goku while still thinking that was his full power), while Goku was far weaker than suppressed Cell, who was far weaker than SS Gohan.
But for Trunks to one shot 18 as a SSJ he would need to be massively above base Goku on Namek. Sure, 3 million compared to 120 million is a huge gap. But let's say Trunks' base power was 50 million, which seems like a really low end, since they weren't knocked out in one hit from 18. He would still have the ROSAT training where they improved massively and they still weren't no match to the adult Saiyans.
Of course Trunks is much stronger than Namek Goku. What, exactly, does this have to do with base saiyans vs Freeza?
Yes it is indeed relevant. If the wording is wrong and the sentence doesn't make sense, odds are the translation is incorrect.
The wording is fine, and there's nothing wrong with the translation. It's not the only guidebook that states this, either. Daizenshuu 4 does also.
And yes it does, Vegeta states multiple times that Gohan got weaker. Goku stated the same thing.
Gohan got weaker only in the sense that he could no longer draw power from his rage, making him weaker as a SS2, but giving him the same strength in SS/base.
Why would 18 not use her full power is she wanted to win? She would just sufficient power to knock them out and not kill them. But she didn't. Why? Well, she couldn't?
She had been told to hold back, and didn't know exactly how strong this person was. She has trouble controlling how much she holds back, so it wouldn't be surprising that she'd avoid using full power to avoid an "accident".

Also, even when she still thought Mighty Mask was a completely regular human, she still hit him with enough force to affect fighters in the tens of millions. So either 18 suddenly decided to kill a guy and get disqualified for no reason, or Toriyama didn't care about determining exactly how much power a character was using at any given time, and the base Goten/Trunks vs 18 section of the fight wasn't meant to be taken seriously.
Because perhaps his kid's life was on the line? He would want to know how strong the opponent would be before telling him to go.
His kid's life would be in no danger. Even if Tarble was improbably referring to 100% Mecha Freeza, the strongest version ever, Goten could just sense that power, turn Super Saiyan, and easily one-shot Abo and Cado at the same time.
The manga was drawn by Naho Ooishi and normally what comes first is what's canon.
Please provide proof that the manga version of this special is "less canon" than the anime version.

Yeah, 3% Mecha Freeza. He'd have no reason to show any more power. Though that being the form he's thinking of is very unlikely, given that he explicitly pictures 1st form Freeza in the manga version.
And his exact words were "They're as strong as Freeza was".
Yet, you just said he said they were stronger than Freeza. Moving on:

Goten and Trunks one-shotted Abo and Cado in the manga. No problem here.
And there's a problem if he is indeed referring to first form, seeing as how in the anime version, they all had a somewhat fair match.
In the manga version, they didn't. Since both versions of the special are basically in the same standing as far as "canon" is concerned, but Toriyama prefers the manga, we can safely be sure that that's the 'version' that 'happened'. The anime version could just apply to the anime continuity, where anyone can put up a fight against anyone else.
And Vegeta said Trunks would be enough for both of them also.
Because Freeza is nothing at this point. Trunks could kill a hundred 1st form Freezas alone in base. In Super Saiyan, he could kill a hundred 100% Freezas. What is this meant to prove?
Because most of Freeza's minions had a chance to see Mecha Freeza?
That changes nothing about what I just said. Base Mecha Freeza is not 100% Freeza. Freeza, at 3% of his final form's power, was already so ridiculously strong that no one could ever do the tiniest bit of damage to him, except for his father. Why would Goku assume he would show any more power than that? Why would it even matter if he did?
And no way are Goten and Trunks as weak as 530.000 from what the anime showed us.
The anime is irrelevant.

Well it's hard to say really. They displayed intelligence or craftiness in different ways. On the one hand you have King Pic who was more or less just a typical tyrannical leader sending his flunkies to do his dirty work. Once he reached his goal of eternal youth, he wisely snuffed out the wish granting dragon in hopes of eliminating any type flooke that would tarnish his reign over the world.

Cell uses his craftiness when he is physically inferior to someone. Hopping from city to city using only his raw speed to camouflage himself while he fed worked like a charm. Then again convincing Vegeta to let him absorb the android and taking it a step further by using the solar flare to blind everyone and cease the moment on 18. Unfortunately he's just as gullible as the prince once he feels that he's in control and he lets Goku and Gohan talk him into witnessing the unleashing of the halfling's hidden power, which ultimately lead to his downfall.

Guess I'll have to give to Daimoah because at least he didn't know Shenron could easily be resurrected by his good half.

Honestly, I believe Bojack is WAY over-hyped.

Super perfect cell was on par with ssj2 gohan.

Perfect cell was able to survive a blow from ssj2 gohan.

Gohan utterly rapes "super(?) Bojack" and 1 blow, ripping right through him, like paper.

I, personally, have super Bojack, at a tad bit weaker than perfect Cell (not super)

Base Bojack: easily tools SS Vegeta, SS Trunks, and Piccolo without even uncrossing his arms.

Super Bojack: defeats SS Gohan and nearly kills him, but is destroyed by SS2 Gohan, who punches right through his chest.

I have base Bojack as strong as the Cell that fought Goku, and Super Bojack between that Cell and full power Perfect Cell (not SPC). Regular Perfect Cell was at least able to survive a few hits from SS2 Gohan, even if the last one did revert him to his last form, while Bojack was pretty much done after being punched once.
