It's Yamcha. While the jokes about him and Krillin, at least in my honest opinion, stopped being funny a LOONG time ago, so many people find it to be true and hilarious that it's just become sort of normal in the fandom for them to get laughed at.

Reminds me when someone does something questionable on Flapjack and the camera zooms in, and its a heavily detailed ugly version of the character. Pretty funny.
