Well if ocean studios knew that their version of dragon ball kai was never going to be aired, then wouldn't they stop production?
Since none of the confirmed voice actors have come out and said that their production of the show has stopped, wouldn't that be a good indication that we will see it in some form?

You know what? I think YTV MIGHT show it as part of a Bionix revival led with DBZ Kai and Redubbed!SailorMoon. Viz Media made a point of of mentioning them on twitter. I wish they dubbed the Max Heart series of Pretty Cure.
As for a Bionix revival, it's not even worth considering. YTV just recently transferred all of the remaining anime titles they had, which wasn't much to begin with, over to Teletoon. Anime has been less and less prevalent on that station, and after that, it's pretty obvious YTV would rather focus on it's original programming and Nickelodeon acquisitions.
If I recall, I also recall Viz Media mentioning [adult swim]'s Toonami, but nothing has materialized so far from that. Not to mention the last time YTV aired an anime that Viz Media actually produced and dubbed was back in 2010 before Bionix was dissolved. Viz Media could pretty well tweet about Sailor Moon going on any Canadian channel and it still wouldn't change a thing unless that station actually wants to acquire the broadcast rights.
Considering Teletoon has been widely considered the Canadian version of Cartoon Network, and Teletoon at Night essentially mirroring [adult swim], and the fact that all of YTV's anime titles moved over to Teletoon, I think the best shot for Ocean's Z Kai and Viz Media's Sailor Moon would be on Teletoon at Night since it's been hinted this dub will be uncut unlike the earlier Ocean dubs of DBZ.
Speaking of uncut, that's another reason why we will never see Ocean's Z Kai or Viz Media's Sailor Moon on YTV. Both of these dubs are uncut, and since YTV doesn't have a late night block, there would be no way that it could be aired. As for edited versions, that's immediately out of the question. It's been confirmed that Ocean's Z Kai will be uncut by some voice actors, so it doesn't make sense for them to make an un-edited dub of the series if they would only air an edited version on YTV. Now you might be saying how FUNimation technically did just that with their dub by airing the edited versions of Nicktoons and Vortexx and releasing the uncut versions on Blu-ray and DVD. Well, there's one big difference between the two. According to what I've read on this thread, the Ocean dub is planned to be exclusively on television and not on any home video. So it makes zero sense for Ocean to make an uncut dub that will never see the light of day but release an edited version, going against everything we have learnt up to this point.
As for Sailor Moon, there's a snowball's chance in hell of it ever being edited in any way. The whole point of Viz Media's re-dub of the entire series is to make up for the edited dub we got from DiC and CWi. Plus Viz Media is practically yelling from the rooftops how their version is completely uncut and true to the original, so there is no way they'd go against that and edit a single thing.
YTV has pretty much turned it's back on Japanese animation at this point, why however I will probably never know. But obviously whatever YTV is doing is working since this has been a big transition since 2010 and has seemed to work. I don't expect Bionix will ever make a comeback, but what I do expect is Teletoon at Night to one day have a similar block to Toonami. I don't expect it to have the exact same line-up as Toonami, but I could see a line-up of Viz Media/Ocean titles like Bionix used to have with maybe one or two big titles like Sailor Moon.

Possibly, but I'm not sure that's the case considering that the Westwood dub (aka the post-Saban Ocean dub), despite being recorded in Canada, actually aired in the UK first. Actually, Canada held on to the FUNimation dub for a notably long time before switching to the dub that was recorded in their own country. Personally, I'd be surprised if Toei pays enough attention to the English dub fanbase to even know their is a divide. I recall a voice actor who I'm 99% sure was Scott McNeil stating that the Ocean Z Kai would be uncut, such as with a proper pronunciation of Namek and Saiyan. That doesn't mean squat. Ocean could easily perform the edits for the Nicktoons version and still produce their own uncut dub. Ocean has dubbed anime titles like Cardfight!! If there are alterations in any way for DBZ Kai, I will never understand why.

If this dub only exists to air on TV, I'm pretty sure it'll be edited. Don't misunderstand me, Karl Willems (the man who is almost certainly the director of this dub) and the rest of the cast and crew would most likely love to do this uncut. That's just not their decision. Ocean isn't a distribution company, at least as far as we know. They do voice and apparently video production. If the company that is paying them to dub Kai wants it edited, it will be edited.
I bring up the Nicktoons TV credit because there's no reason for Funimation to have hired Ocean to do that. There are plenty of video editing options in the US. To me that's a good sign our Moby Dick of a dub will be based on the Nicktoons version. That's far from the worst thing in the world.

Agreed. While I would have preferred uncut, I think the Nicktoons version was pretty tastefully edited. Ha, I apologize, pay that no mind. That was just a joke relating to somebody referring to the Ocean dub of Kai as a "Moby Dick" of a dub. Captain Ahab is a character in the book, "Moby Dick," obsessed with finding the white wale of the same name, and the the main character refers to himself as Ishmael, with the opening words of the book being, "Call me Ishmael." If the FUNimation dub airs on Canadian TV at some point, then at that point, I will be convinced that we're not going to see the Ocean dub. Only at that point, though.
I almost have a feeling FUNimation is waiting for some kind of special release and will present the ocean dub on a special edition of Kai on a Blu Ray. So there would be 3 language tracks, two of which are in English: English (USA), English (Canada), Japanese.

I've always wished that was a feature in the games. Impossible I know but a guy can dream.
Anyway I can't see Funimation releasing this dub themselves. There'd be too many disgruntled members of their in house cast not to mention Chris Sabat would be out of work!
