Well, he was a subject to his dad as a kid, and later to Freeza... he didn't like it but he had to obey him until he saw a chance to get immortality. He was also willing to serve and placate Beerus.

One's his father the king. Freeza he only did because he had no choice. He never said he was Beerus' subject but just respected his rank. He can still call him Lord Beerus. Here he's openly and seemingly happily admitting to be a subject of Celestia. The real Vegeta does not lower himself down for ponies.
