So could have Semi-Perfect Cell, if we're throwing out completely baseless possibilities. Semi-perfect Cell even without having been powered up tanked #16's punch, so he's at that level.
I don't see anything wrong with Goku's incapability to tank 70% Freeza's kiai. Kaioshin already proved he could stop a Super Saiyan 2, him momentarily pushing back Fat Buu with a kiai isn't unreasonable from my point of view. When Fat Buu returned the favour it was obviously more effective.

guido was also able to paralyze gohan and krillin despite them being much stronger then he is. (something vegeta was not surprised about due to him saying that guido's psychic powers were great.)
also why would semi perfect cell struggle with tien's attack and why would he allow this to begin with. was he not totally obsessed with absorbing 18 and making his power much much greater.
Just questions i am wondering.
also early dragon ball z has proven that certain attacks due to concentrating them a lot can effect beings much stronger the the users base level.

He could've powered down after dispatching 16 though. That's ridiculous. Cell wasn't powered up, but his "base level" was enough to tank 16. There's no reason why his power should have changed at that point and it isn't noted at all. Future Cell being thrown out of the city can't be used as evidence of kiais being super effective of pushing anybody regardless of power gap, because there isn't a power gap established between "non powered up Cell" and future base Trunks. We can't know, if the situation is similar to Cell vs Ten, where a clear gap in power was presented or if it isn't and base Trunks was simply stronger than "base" Cell.
In fact, if it wasn't a feat of power, why then did Cell confirm, that Trunks had indeed got much stronger, just like he said?
Freeza's kiai was followed up by him saying it was only 70% of his power, an irrelevant line, if it would have the same effect, with lesser power.
I'd imagine Kaioshin landing a kiai like the one used on Buu on a lesser being would probably hurt that person by making his/her lip bleed.
Overall I just don't understand, why there is so much difference of opinion on this matter to the point, where new properties to the attack are suggested because it flies in the face of what should be logically possible.
When I see 1st form Cell tanking Piccolo's best shot, 2nd form Cell tanking #16, but being incapable of similarly tanking Tenshinhan's Shin Kikoho, I'm sorry it leads me to the conclusion that it simply had more force/power behind it than the other attacks, when no other explanation is given for its effectiveness.

Bugs' feats do count because it's basically bugs bunny's toon force vs "X's" normal stats. Just like Android 19's android power vs Goku's power level
Canon is Jaco, Dragon Ball except for EoZ, Dragon Ball Super anime and manga (both are separate canons)
