Well if he did forget, it must have been the Cell Saga because there is simply no traces of her in that arc.

I really missed her comic relief with Roshi and Goku. It's always fun watching her waiting her to sneeze and what she'll do when it happens. If she was still around I would imagine more of that.. Now that they're making new dragonball films, Toriyama should totally write something like that gag again.
Someone please remind him of her before he finishes writing movie 15 lol.

Seeing as Tenshinhan was mostly there as support I'd have a spin off named Tenshinhan Bueller's Day Off Training featuring Launch, Tenshinhan and Chaozu getting into various escapades.

I am pretty sure I know of the interview you refer to... But I don't remember for sure which one it was. One of the ones from the early English Shonen Jumps, perhaps? I distinctly remember an interview where one question asked was about Lunch, and the answer was something along the lines of, "I forgot about the character Lunch at that time in the story, so I made it so she had been chasing after Tenshinhan during that time". If that is the case, too bad he never decided to bring her back.
