They pretty much have to make him as strong as a SSjG
somehow in order for him to work as a villain, for reasons you've already touched on.
Personally, I can buy into anything that reverses Freeza's shameful villain decay. Although Toriyama had a fair share to do with this, and much of it was inevitable due to the need to introduce bigger threats, I still put most of the blame on Toei and their poor handling of his pointless post-Trunks cameos. A character with a
theme song like this simply should not be treated like this:
Heck, even Raditz received a more dignified end than Freeza in the anime. At least he didn't come back to get humiliated time and again on screen. If Freeza had simply disappeared completely from the anime after his demise at Trunks hands (which was a fitting death for a character of such arrogance), I would probably be less enthusiastic about his return. But Toei did real damage to his character by turning him into comic afterlife relief, even if it was all non-canon appearances. Maybe now he can gain back a bit of dignity, though I fully expect him to still get his comeuppance in the end.
