Okay, so this is the first time I heard about this, but apparently Budokai 3 intended on having every character to have their own DU story. This is news to me.

I think this is even mentioned in the Rumors Guide here in Kanzenshuu. It's sad but true, they did not have enough time to develop all those Story Modes.

This news is nothing new since it been know for the past 10 years. I remember Bebi Vegeta, Janemba, Super 17 and Janemba were mention in both Goku's and Vegeta's story modes. It was likely that Dimps had those three characters plan to be playable at one point. The story mode also had other crazy things too like Dabra beating SSj4 Goku, Goku becoming SSj3 after tanking Cell's explosion in Cell's story mode, Kid Goku going into the future with Trunks time machine, one surviving Saibamen becomes good and goes to Namek with Gohan. I also recall Great Saiyaman also fought Cell, Freeza, Coola and Broli escaping from Hell in his DU.

Seriously disappointing that these were never included in the final game. Some of the story lines that they came up with sounded really cool. I always thought it was weird that Uub had a DU, but characters like Future Trunks did not.

Would've really liked to have seen these finished off at one point and included in a special edition of the game. Unfortunately that was always unlikely to happen, especially now! The most we could hope for is that they could possibly reuse these ideas in future games, but I doubt it.

I meant to say Bebi Vegeta, my bad. I also remember Bebi Vegeta was brought up in Goku's story mode in his unused audio when SSj4 Goku said "Try out my Kamehameha X10" and "Wait you're not Vegeta!". I'm going off memory from 10 years ago.

There's evidence of this even in the story mode
In broly's DU when you fight gohan, he asks "is this the lssj future trunks warned us about?" In future trunks DU, he could end up fighting broly and then states that he's going to warn the others

EDIT: Listening some more of these right now, actually. The Cell Jr. and Saibaiman ones are absolutely hysterical, very similar in style to the what-ifs we saw in the first Budokai game. Really starting to wish that they'd had more time time to finish this game off properly. I think it'd be really cool if someone took the audio files and assembled a video using the existing in-game character artwork, just so we can get some visuals to go along with these. Maybe even toss in some of the music from the game, and if you wanted to go all the way, you could play out the fights as well and toss them in there...

Bluma was plan to be fighter too for Budokai 3. If Budokai 3 was complete, we would have 47 fighters in total meaning that we would have 47 dragon universes. Budokai 3 is already great, but it being 100% complete would have made my inter 13 year old love it even more.

Makes me wonder why lesser characters made the cut, i.e Yamcha, Tenshinhan... think those two could've gotten less attentions to have the new characters like Bardock or Kid Goku to come in. Imagine that nimbus cloud in DU.

Dims should make a budokai 3 2 and finish budokai 3 in hd. That would be awesome.

Wow, I never knew about this! So every character in the roster had an Story Mode but it was never realized. Wow. That game would be so much better with huge replay value.
Why they didn't do it? Probably time press, as we learned trough the years about the Shueisha's dirty money grabbing practice of hurling unfinished stuff out, so we ''dumb fans'' will be screaming in awe.
