Just saying all gags don't count seems far more arbitrary to me than saying only the contradictory ones are discounted. But then, it's true that their are gags that lie in a grey area between those two points so I can see where you're coming from. It's a little complicated for me.
If we had a gag scene with Goku & Kuririn breathing in space, it would mean that they can only breath because it's a gag (Kuririn, and Earthling, shouldn't be able to breath in space). If we had a gag scene with only Goku breathing in space, while Kuririn can't, that would mean that Goku can actually breath in space because he is an alien.
To take examples from the manga itself, Goku & the Rabbit Gang can breath in space, even though the Rabbit Gang is a group of Earthlings that shouldn't be able to breath in space. So, nothing counts as a feat here. Lunch shoots Goku, Kuririn, and Kame-sennin, and we have Kuririn & Kame-sennin bleeding, while Goku isn't bleeding. This means to me that Kuririn & Kame-sennin would be dead if this wasn't a gag scene, because if they could tank bullets like Goku can, Toriyama wouldn't have them bleeding. Of course, this only counts for Kame-sennin when he isn't using ki, so this leads me to the conclusion that even Oob would die if he gets shot in the head and isn't protecting his body with his ki (when he is sleeping for example).

I don't necessarily believe that just because Kuririn and Kame-sennin were bleeding because they got shot at they can't tank bullets. To me that just says they can't tank bullets as well as Goku. Because Goku is stronger than both of them or if you want to consider Saiyan physiology in the Dragon Ball era then Goku has a stronger body due to his home world having 10x gravity. Frankly I am still of the mind that if the gag happens and is never mentioned again outside of the gag setting then it can't be counted as a feat. But if you take Gotenks going off to fight Fat Boo as a gag fight they still reference it later outside that gag setting. A couple of times in-fact. So Gotenks surviving the fight against Fat Boo is a feat.

Let's see if I can explain my thoughts.
Gags happen in the sense that they play out in the manga/anime, but non-sequitur when looking at the big picture. If one were to summarize each story arc, more often than not, the gags would only be tangential and not of any consequence. If that makes any sense.

Here's how I think of it, Gag scenes are like Miricles.
They're abnormalities in an otherwise contained universe, which can only occur when the author of that universe specifically wills it.
If we take the scenes "Seriously" and count them towards our analysis of each character and their abilities then the following wacky stuff happens.
1) The Budakai announcer is faster than anyone pre namek saga. (Dodges Goten's KMHMH)
2) Pilaff and his henchmen are aware of the fact that they're in a manga, and even know of their creator and his other published works.
3) Krillin is not only aware he's in a manga, but criticizes AT.
4) Satan can take a hit from cell.
The list goes on and on.

SS Gotenks' speed feat (showing SS3 Gotenks is FTL if speed scales linearly), Super Buu's processing/ki sensing feat, and Pure Buu's* planet busting feat (which displayed red dwarf busting levels of power) all would like to have a word with you. Actually, now that I think about it, Roshi's moon busting shits all over every feat in the Freeza arc.No DB feat is more impressive than Freeza arc feats.

I actually did the speed calcs for Gotenks a while ago. In fact it was last year around this time. Here is the thread. SSJ3 puts Gotenks travel speed at 1% of the speed of light. As a SSJ his travel speed is at 0.125% the speed of light. Of course this is assuming he was going all out. Maybe he was holding back? Naps are generally 20 mins. It wasn't really an assumption. I read up on what is generally considered a nap and I found they generally come out at 20 mins. I suppose he could have Napped for longer but 20 mins is fair enough. That leaves 9 minutes to circle the world 5 times and 1 minute to get from where he was to Boo's place because Piccolo tells us he only has a minute left. Piccolo's beam reached the moon in like a second, and pretty much everyone can dodge both Piccolo's attacks and attacks that are faster. Goku can't have crossed the 20,000 km from his landing site to the Turtle House and back as fast as he did in any way but teleporting. Toriyama doesn't give much of a crap about feats...he just does random stuff that would make someone's eyes widen.
Anyways I guess gags kinda depend....though you could maybe rationalize them I guess....except for the Rabbit Gang surviving in space somehow...I got nothing for that.
