There was no 1 year limit on resurrecting, for the Namekian Dragon balls right? Another 3 month wait could have resurrected all those killed by Vegeta. What gives, Moori?

It's not like anyone would be spitting out anymore new eggs anytime soon.
They could even use the next 2 wishes from the Namekian DBs to restore East City (even though no one will get resurrected) and wish something else for the next one.

Perhaps they did once the Dragon Balls were strengthened to revive more than one person with a single wish that happened at some point between the time they left Earth and the Boo saga.

The Namekian Dragon Balls couldn't mass resurrect until the Boo Arc. We don't know if they had the 1 year limit or not at that time.

Unfortunately there's the one year limitation. Since it's an entire village of people, it may fall under the one-year limitation present for resurrecting a group of people, and given that Shenlon had already been called since they died, they wouldn't be available again for a year after they died. So if the village is considered enough to fall under that limitation, and that they would have been dead for just over a year, then they may not have been able to be revived.
