Oh my god, if this is real, please don't be a cell phone game! After all the fighting games we've been getting recently, a Jaco game would be a nice breath of fresh air.

I don't see any reason to think this is related to Jaco.
Whatever this is, it's simply called "J Patrol" (Jパトロール). Jaco is a part of the Galactic Patrol. The font and colors are not reminiscent of Toriyama's Jaco in any way.
Jaco did not perform extraordinarily well, and does not strike me as something to take a risk on as its own property for ancillary merchandise, beyond inclusions in Dragon Ball-proper products.
"Thing with a J" and "Patrol is almost like Patrolman" and "Bandai Namco also happens to have DBZ" is too much of a stretch for me, honestly. And quite frankly, the fact that official Bandai Namco accounts aren't following it (though it is following two official accounts, which means nothing) warrants an eyebrow raise.
Would be awesome to be wrong, but eh.

It's
this but in French.
Their teaser site launched:
http://www.jpatrol.com/
Given the lack of trademark and copyright notices, I'd assume this is a fansite.
"I like the money it brings in, but Dragon Ball Heroes is the worst. That's actually the real reason I decided to start working on new material. I was afraid Bandai would make something irredeemably stupid like Super Saiyan 4 Broly." - Akira Toriyama, made up interview, 2013.

Done and done. Critical thinking for the win.
Domain registration is tied to a person from France. Anyone know him?

Bandai Namco France said they don't run the profile but to keep an eye on it. Perhaps an European release of J Stars?
Edit: Nope seems it is some sort of event
