It was actually beautifully described in third part of "Gulliver's Travels"- I know that nobody reads it, but Swift nailed what immortality means without eternal youth. And before him-ancient Greeks.
Actually asking for immorality without additional features is pretty bad idea- age without youth is one thing, but some jerkass genies can understand it as dying from wounds not age or disease a'la Tolkien Elves. Or give it but leaving normal regeneration. Or let you experience dying but without death.

I don't think Vegeta gaining immortality would have changed anything... unless... the sort of immortality Vegeta has is that every time he dies he gains a zenkai. Then shit drastically changes...

That's the sort of immortality Garlic Jr. had. Wolvernine-like regen. Imagine all the zenkais. Would he even get Zenkai-boosts if there's no real peril to his life? If not, how the fight would go would depend on when he made the wish.
-Saiyan arc to post-Zarbon boost: He might as well just breathe on Freeza until he dies of old age. It would be very much like the Freeza-Nail battle.
-Post-Reacoom Boost: He could probably beat him if he keeps him from transforming. He might wear out Second Form Freeza, but probably not significantly. ANything beyond that, and he's just a punching bag. I'm assuming this is the Vegeta concerned here since this was the point where he was closest to getting his wish.
-Self-Induced Zenkai: He stands a chance against Final Form Freeza... a slim one, though.
If Zenkais do apply, then he just has to keep himself from getting injured beyond repair or getting captured, then he could probably stand up to him eventually.

Regardless of if he got zenkais or not, Freeza would die eventually. So it may take a while, but there would inevitably be a point in the future where Vegeta was alive and Freeza wasn't.

If it was, then anyone who is revived from this cruel dragon would likely come back a zombie, and really any wish would be a double edged horror.

What is the point of wishing for youth if the dragon is just gonna turn you into a little kid? Wishes are a double edged sword. Poruga usually acts as "beloved genie", interpreting wish in in favour of those who ask. Hoverer we haven't seen him granting the wish when he didn't want to obey. Vegeta at this point took part in slaughter on Namek and dragon had no reason to like him.
