I guess it's because Frieza was somewhat of a businessman with the whole conquering and selling of planets so some fans thought it would be cool if he wore an actual suit. There's a lot of fanart with Saiyans in suits so it might just be a popular theme in general.

Hmm...a couple hours total I guess. I started on Saturday and would have finished but a friend invited me out.
