To reiterate, I have no problem with you believing that he's still alive.
All that I'm saying is that there's nothing to support it in the manga.

I doubt Bluma knows where New Namek is, so I doubt she can make a ship that can travel out there. Also if Goku and the others wanted to be wish back then they would be wish back by now. Goku would have use King Kai to tell the people on New Namek to wish them back and they didn't. Goku and the others most likely feel like that the Earth is safe without them now.

I have a few problems with the Android/Cell arcs. It would have made sense for Goku to teach Trunks how to use his the Yardratian teleportation. And if #16 was as strong as Imperfect Cell(Post human absorption) then why would he need #17 and #18? I seem to recall that Gero said something like he was defective. But he did want to kill Goku so he should have used him, I feel anyway. I would also imagine that Bulma could build a galactic dragon radar so finding Namek isn't that difficult really.

As for the OP questions.

1. As FatNagger69 said. The androids in Trunks timeline had completely different personalities from the main timeline. It may be possible #16 shared this. Though I imagine he doesn't exist.

2. ROSAT would be pretty much useless for a single SSJ. Now if he had a SSJ sparring partner then it would be great because he could get up to Goku and Gohan's levels. But other than that he may as well get his mother to build a gravity machine. That would be most useful in his timeline.

3. I imagine all of the Z-Senshi died. But Yajirobe and Kame-sen'nin aren't going to be of much use no matter how much they train.

4. It's possible but highly unlikely. As I said above his mother could probably find where they are. But I don't imagine him leaving Earth alone for 10+ days through fear of something going wrong.

1. I doubt he'd risk it. Future 16 may not be the nature loving 16 we know.
2. Gravity room would be a much more viable option.
3. I guess Roshi could teach some special attacks and Yaji could show him useful sword techniques.
4. I think King Kai and the dead Z-warriors simply gave up hope and didn't bother checking to see if the androids have been defeated. Plus, Trunks doesn't have any means of contacting King Kai.

With Trunks being the only one left, you could say the Earth is safer now. The Buu saga, Battle of Gods and Revival of F never happen. If you want to throw in the original DBZ movies and GT then DBZ Movie 6 - 13 and GT never happens as well. Who needs Goku and the others to be wish back.
