Those characters are clearly for Side Missions and Parallel guests, just to fight hordes of them. Simple as that.

Can anybody tell me if they have the Saiyajin suit with the long sleeves? All I'm seeing is the suits without them or really short sleeves or the arm band ones. I want the one Vegeta had when coming to earth.

Yes, I'd imagine some are just NPC models. Giru for example isn't meant to be playable.

I saw Super Vegeta 2 as a transformation in a couple of his later versions/costumes.
As for the other portraits being playable or not, I highly doubt you can play as any Oozaru.
