Either of them. In the past, they've only done Vegetto, but Goku is thinking of just the idea of fusion with Vegeta and the power boost it would bring, no matter the way to achieve it.
It could be Vegetto by finding and borrowing more potalas.
It could be Gogeta by taking a few hours to teach Vegeta the dance.
But I don't think Goku means a specific version of the fusion, he thinks of the warrior that would be created regardless of the way they fuse.
And the verdict is pretty clear: it wouldn't be enough to even scratch Beerus anyway. Not even combining the powers of the five Saiyans would have made a difference according to them.

Like I said, how would Kibito know how to create Potara earings when he doesn't even know they exist? I guess Kibito didn't intend to create merging items in the first place, but maybe he just didn't know the earrings could do that godlike thing. What would you expect if someone take one of Gohan's earrings and put on their own?
