I don't think Kibito made real Potara for Gohan, they should be normal earings that look like the Potara (like Zarbon's). How would Kibito create real Potara when he doesn't even know they exist?

Now that's multiplying entities (and - in my opinion - without necessity): why should we assume that Kibito creates a standard Kaioshinkai-dwellers uniform but instead of Potara he creates "Potara-look-a-likes"? Still, you're entitled to your opinion but there's no way either of us can prove theirs.

I like the idea of Kaioshin or Kibito being capable of creating them without noticing their usefulness.

Vegeto because Gogeta never existed in the canon/manga continuity.

Vegeta knows the fusion dance though. He was watching Goku and the others in the after life. Gogeta could exist in the manga continuity. Toriyama's Gogeta would have been more similar how SSj4 Gogeta was then the super serious Gogeta that we got in Fusion Reborn.

He's seen the dance. That doesn't mean he could do it flawlessly after seeing it 4 years ago.

Either of them. In the past, they've only done Vegetto, but Goku is thinking of just the idea of fusion with Vegeta and the power boost it would bring, no matter the way to achieve it.

It could be Vegetto by finding and borrowing more potalas.
It could be Gogeta by taking a few hours to teach Vegeta the dance.

But I don't think Goku means a specific version of the fusion, he thinks of the warrior that would be created regardless of the way they fuse.
And the verdict is pretty clear: it wouldn't be enough to even scratch Beerus anyway. Not even combining the powers of the five Saiyans would have made a difference according to them.

Like I said, how would Kibito know how to create Potara earings when he doesn't even know they exist? Why would he create magical earings that merge 2 people, when he wants to make normal earings with a specific design?

I guess Kibito didn't intend to create merging items in the first place, but maybe he just didn't know the earrings could do that godlike thing. What would you expect if someone take one of Gohan's earrings and put on their own?
