Regardless of whether or not you want to take the promotional manager at
his word regarding the "official history" of the series, and regardless of what your viewpoint is concerning what level of involvement and authorship it takes from Akira Toriyama himself for something to be considered "canonical" (to something else, generally the manga)...
Battle of Gods doesn't specifically exist to fill time as buffer material between other productions. While it takes place
during a time skip in the series, those circumstances are irrelevant to the distinction of it being or not being "filler".
"Filler" in anime (and specifically shonen manga-to-anime adaptations), by its most general definition, is material created exclusively for the anime adaptation that exists to act as buffer material so that the anime does not catch up with the manga.
Battle of Gods does not fit that production definition.
