To be honest, this joke is pretty mean-hearted! Sounds like something you'd hear on Family Guy! Definitely doesn't suit Goku.

Not at all. The joke is the 'Miss Portugal' title, not the year (which was probably random) or the person who won. He could have said "Miss Universe 99" and the point would be the same.

It'd have been funnier if he'd just said Miss Portugal. Being abnormally specific ("1997!") kinda makes it look he's being a dick.

He probably meant something along the lines of "It's the latest Miss Portugal", and '97 is possibly the year when they recorded that.

Oh, right! I think America was a latecomer when it came to getting DBZ.
The advantage of that is that it led to a new series of videogames being made, instead of us just getting all the oldschool games translated. (most of them aren't that great, tbh)
