For me, it's LSSG Broly. And by Broly, I mean Broly as Akira Toriyama drew him--with yellow ****ing hair! What is up with newer art progressively making his hair more and more lime green?! Whoever is involved with that travesty should go suck on some sour limes until tears start producing.
Runner-up is Perfect Cell. Easily the most badass non-saiyan design for me in the series. To think this creation was the result of an editor being on Toriyama's case. No editor, no Cell, and no... perfection.

Does it have anything to do with the colors on Funimation's Double Features transfer being a far cry from the Dragon Box masters?
And I would have to say Cell in any form because I just love that Toriyama had to draw every little black spot on his shell. That always showed what real commitment he had.

Aw, I forgot about Janemba. For me Movie 12 was the height of character and setting design in the whole series. It took a really abstract mind to sort through that whole Other World location.

I love Yi Xing Long's design. He looks very intimidating with all his spikes and always reminds me of Baphomet with his two horns which is not to say that he has anything in common with him.
Other than that, Janemba looks cool as well. Also first form Cell, which is so hideous that I love it. I guess it completely fulfills its purpose.
But honestly I think everyone looks cool in their own ways depending on what their designs are supposed to convey.

His hair was progressively made more green to further distinguish the LSSJ form from the other SSJ forms (because the green aura, hulking body, and all white eyes apparently weren't enough).

Full Grown Baby after he splits from Vegeta, I don't know why but I really like that design more then his super Baby Vegeta form.

Imperfect Cell easily takes the win for me. There's just something very different about his look compared to characters we'd had prior, and I love that he occasionally goes to all fours (at least in the anime, I forget if he does in the manga) to fight. It just adds something even more...feral...to his design and fighting style. He also seems to use his tail to attack far more than any other tailed character did. I'll never understand what Toriyama's editor had against this form. The second form though...well...I think most of us agree with him on that one at least.

I love Imperfect Cell's design, he really is something that you could call a monster. I also like every form of Freeza and am very excited for his new one.
