Typos. The English version at least is fairly rampant with them.

Questions...

1) is Super Saiyan 1/2 just bought in Toki Toki City? Is there anything that prevents it being bought earlier?

2) is there any way to redistribute stats?

1) That's the only place I've seen them. Haven't seen enough people going to shops to tell if they are there form the beginning, but if they are, the only thing I can see preventing the purchase is having the money for them.

2) You can wish to reset your stats via Shenlong.

SSJ is a rare drop from PQ14. Super Vegeta is a rare drop from PQ16 (maybe 17, don't recall).

As for SSJ2 and Super Vegeta 2, they also are rare drops on PQs, but I don't remember which ones.

What's weird is the first line says "God of Destruction BEERUS' Z-Soul at the top as well. I assume that these are all going to be cleaned up before the final English release. If not, it's not like they can't patch it.

It is, and I do find it sad the English version just has so problems in general. There are a LOT of typos that I've seen, both with traditional misspellings and using wrong characters ("Goku's" armor on Namek) or character names (Bills), as well as some issue with the dubbing. It's been many pages now, but having watched 98% of the Story Mode in English, there were some instances where they screwed up pretty bad. For example:

--With one, they either didn't dub the Time Kaioshin's line or didn't configure the files right because she switches to Japanese in the middle of her speech.
--There's also a point where Trunks is talking, and then his next line is ErIc Vale's normal voice saying "Guys?".
--At the end of the game, Goku is making a speech. Once Schemmel finishes talking, he starts laughing as Nozawa.

This. Wouldn't be surprised if the actual English release is different from a Hong Kong version that selected English.

Correct, in all likely hood a quick english option hidden in a Hong Kong release is unlikely to be a finished product.

This might be my stream you are referring to. If so, it was a quick mod of the Japanese 360 version. For whatever reason, they have most of the english VO already on the disc inside of a "EN" folder. I simply copied those files over the japanese ones. From what I can tell the English voice acting wasn't finished at that point, as 90% of Time Kaioshin's lines are in Japanese, until the very end of the game. That will certainly not be the case in the American release.
